To Jaco's credit, he is pretty strong. His debut manga implied we was weaker than Nappa but he's apparently become as powerful as post Namek Krillen by "Revival of F". He should be at least in shooting distance of the Ginyu Force.
As for Uub's level. That's an easy fix. You could just say he was born with small Buu's power. Even a three year old is much stronger than a new born infant, which leaves a lot of room if you insist on calculating power levels. Alternatively, you could add on some other kind of blessing that got mixed in addition to being small Buu turned good.

Creation/acquisition is a much more time consuming process than destruction. Keep in mind that despite it's tiny circumference North Kaio's planet is more massive than the Earth due to it's high density. I imagine it's akin to dwarf star material, and that takes a long time to process.

Preview for next weeks ep shows Gohan's training with Piccolo. Also, there's been zero mention of Goku wanting to exclude Gohan due to the latter not fighting anymore like in the manga version. Is it possible Gohan will be the fifth member in this version.
The Kaioushins were all apparently weaker than Beerus, so if he'd decided to whoop their asses before Majin Buu got to them, they'd have been helpless to stop him.
The Galatic Patrol was totally impotent against Frieza as well. In hindsight, Universe 6 was a pretty huge Crapsack World, with villains basically being able to do what they wanted (this is true as far back as the Red Ribbon army or even Emperor Pilaf, who'd be ruling the world right now if not for luck, despite ruling a Kingdom of two people).
I mean, when you think about it, that's pretty awful.
