Whether he expected any of them to fail or not really isn't the point. It makes no sense for him to suggest it at all. Unless he wanted to thin out the number of possible opponents. And I very much doubt Vegeta was thinking on that angle.
Honestly, when he first brought it up it just seemed to me like he was trying to spite Goku for some reason.

I like the idea that Universe 7 is actually the "evil counterpart" universe, and everyone in Universe 6 is really nice and peaceful.
I mean, so far, we have the Saiyans not being evil, and Piccolo says Frost doesn't seem evil. At this point, Universe 7 really seems to suck by comparison.
It almost makes you WANT the main characters to lose.

Of course the Saiyans were originally from Planet Salad. Vegeta was much nicer than I'd think he'd be. Like, he was genuinely cordial.
I don't see why Vegeta was so surprised/upset. Like Goku said, the written test was his idea in the first place. What was the point of that agian, just to knock Buu out before he could do anything?
