Piccolo's actually drawn slightly smaller than he should be here. It seems he grows from arc to arc. At the 23rd Budokai he is only as tall as Goku. When Raditz shows up, they're basically the same height (Goku comes up to their noses), about 6'3-6'4. When Nappa shows up he's about half a head shorter than Nappa. In the Cell arc, the top of Goku's head is up to his shoulder, so he's about 6'10. Then the Buu arc hits and he's only half a head shorter than Super Buu, who is massive.

Considering what Dragon Ball started as, the countries of reference should be China and India, one of which has people who tend to be taller than Japanese, the other has people who tend to be shorter.

If both were standing facing each other without tilting their heads, the only reason Vegeta comes up to Goku's chin is because his forehead is ridiculously huge, so no, they're not half a head apart. They're just short of a full head apart. Which is not the height difference they should have, but again, both anime and manga are hella inconsistent regarding this.
Either way, the manga cover? Yeah, the manga's inconsistent with this shit too, and you'll notice that a lot if you go back and check. Toriyama doesn't draw things exactly to proportion, ever.
Thing is, there's no way in hell Goku's shorter than me.

I recall a time when one Mangaka by the name of Ken Akamatsu gave the official weights and heights for all the characters in his manga Mahou Sensei Negima. Naturally, they were all very weird heights and weights.
Mangaka tend to be really bad at this, and that's why I completely disregard that kind of stat when it's given in a databook, and prefer to actually just look at the comparative sizes.

Thing is, the numbers come after, in databooks that are not written beforehand. They're not bad at depicting a given height, they're bad at estimating how tall a character is so they usually just make up a number.
