The reason why Toei's extended filler often sucks is because they're just WRONG about the power levels. Things like the humans beating the Ginyu Force, Goku fighting Kid Buu as an SSJ 2, Gohan fighting Freeza...if they had looked carefully through the manga, they would have realised none of it makes any sense.
Although the humans beating the Ginyu Force made a bit of sense at the time.
The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!Like, we know the humans and Piccolo went to King Kai's. That's in the manga. It's mentioned. Not shown.
Same with Dabura going to heaven. Another filler thing I adored.
We also know that the humans training with Kami made them stronger than Goku training with Kami. Because they trained together, and that has better results.
And king kai's place has high gravity.
So. If not for the fact that the Ginyus have bodies, that filler could work. Kinda.
EDIT: And, like, I don't even care about the bodies in hell thing in the Pikkon filler stuff just because of how good it is.
I think Toei sorta peaked in the Other World Tournament and Great Saiyaman arcs.

You know...going back to the AF thing, there was a time when the wiki page for it actually had a synopsis for an AF series; long story short the Xicor thing happens, Goku is brought back without the "seven Super Saiyans" thing from Toyotaro, Goku goes Super Saiyan 5 in response to Xicor saying he was a Super Saiyan 5, and Goku basically kills him, but not before Vegeta gets killed by Xicor.
However, after that was some storyline about another Otherworld Tournament that Goku, Vegeta, Piccolo, and Pikkon end up attending, the grand prize being a day back on their homeworld to spend with their families. Vegeta turns into a beastal Super Saiyan 5 in his match with Goku, the villain of the "arc", who's also in the tournament, perma-kills Pikkon with a mythical sword, and ends up transforming to be so strong Goku can't do anything against him. The villain goes after Grand Kai, who proceeds to kick ass, before the villain transforms again and beats him; Frieza, Perfect Cell, and for some reason Kid Buu also get involved and face off with Vegeta and Piccolo, where Kid Buu proceeds to absorb Frieza and Cell to fight them. Villain goes to Earth, faces people, kicks ass again when Goku comes, and then they make a wish on the Dragon Balls to make Goku stronger; he gets Super Saiyan 6, curbstomps villain, kills him with Kamehameha, and wins the tournament.

Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!I think the Otherworld Tournament filler in the anime mentioned that Grand Kai was the strongest fighter in the four quarters of the universe, so that "arc" probably took it to it's logical(?) conclusion.
Also, what I found funny was that during that Super Saiyan 6 portion of the story, the villain screams at Goku about how Super Saiyan 5 is the power of the gods, and that there's nothing stronger than it, potentially in terms of forms; Goku just tells him he must be stronger than a god/God then, before killing him. Flash-forward several years, and we have Super Saiyan God and Super Saiyan God SS.

I think the excuse for that was either because Kid Buu was in Hell the entire time, or that the villain just recreated him.

I vaguely remember one where Xicor pulls a Heel–Face Turn and there was a villain with a sword that could cut Xicor but every time a piece of Xicor was lost he could reattach it and his power level increased every time he reattached something. Not enough to beat the villain though, Goku still needed to come save his bastard son's life. Then the villain's sword creates wind powerful enough to blow around a super saiyan 5 but Goku eventually manages to resist it and kills him with a times twenty five Kamehameha fired directly at the Earth...you know, I earlier claimed to have recognized AF for what it was but now that I've been seriously thinking back on it for a couple of days, I still didn't grasp just how absurd some of those stories really were.
Like, I realized it was fake but I didn't realize just how hard they were parodying everything.

Didn't you read it? When #18 cheated on him with Super Saiyan 100 Goku, Krillin went to Majin Porunga and wished to be Saiyan, then went into the Super Time Chamber (1,000 years in = 1 day out) for 1,000,000 years with the Galactic Destroyers, then came out, killed them, and achieved Super Saiyan ∞.

Eventually, he is challenged by Goku, who obtains Legendary Super Saiyan ∞. When Krillin loses, his Saiyan power is sapped completely and is returned to normal.

I mean.
I like filler when it's slice of life and actually adds something without necessarily changing something per se.
And I like it when it's new and out there.
Like.
There's a difference for me between the filler where Ginyu comes back and does Ginyu things and the filler where Dabura owns Gohan. If you get what I mean?
When Toei makes new materiel I (usually, not always) like it better than when they change existing scenes.
Which. There's some overlap, and it's not always clear which is which.
And I love the goofy slice of life high-concept stuff like driving cars, or the Great Saiyaman, or Vegeta at an amusement park or Goku with a smart phone.
Hercule punching Goku was great.
