Dragon Ball never gave a crap about physics. Not when Master Roshi's Kamehameha made it to the moon in a couple of seconds, or when Goku did the same on his powerpole.
Cell actually does destroy the solar system in one of the video games.
It's also interesting to note that Gohan was afraid that just unleashing his full power would be enough to destroy Earth. Not because he hit it with the Kamehameha, but because he grazed it with his Kamehameha. And that was at half strength.

Jackie Chun's got Goku beat with his surprise attack, but the full moon comes out and Goku's werewolf monkey form is too big. Goku begins to rampage, threatening the audience. This development doesn't shock Chun in the slightest, he's still concerned with winning the match!
He just destroyed the moon! What is everyone's response? You idiot! You've done a terrible thing to our world! They then continue their match.
I remember in the 1990s comics couldn't stop waking about how much mass murder they depicted and just how awesomely powerful their characters were. Dragon Ball showing us both a super powered evil side in a populated area that didn't result in a thousand slaughtered civilians for Goku to be instantly forgiven for and a ridiculous feat no one made a particularly big deal over back to back was refreshing. True, Dragon Ball was an 80s comic and probably would have had werewolf Goku murder the whole city before boasting for a whole page about Jackie Chun's powers being beyond comprehension/limit if it had been written in the 90s but I read this 80s comic in the 90s so it was novel to me.
Maybe that's why Vegeta didn't really stick to me. He was a '90s Anti-Hero.

How many time stronger was Master Roshi than first arc Goku? Ten, twenty times? Yet one could destroy the moon and the other just a car door. A pretty big difference.
That reminds me, Oozaru Goku from 21 Budokai was by far the strongest thing we see until Raditz shows up. Good thing Roshi destroyed the Moon or he'd get wasted.
He wouldn't be that strong actually. Tao was "several times stronger" than Goku, then weaker than him after Goku trained with Korin. Then Goku trained for a few years and Chappa is said to be much stronger than the Goku from a few years ago, since everyone thought he could give the current Goku a good fight. Then Goku one-shotted him. Then Krillin still thought he had a chance against Goku, until Goku unveiled even more power. Then finally Goku unveiled his full power to fight Tenshinhan.
We know his power at that point to be 180 from the Daizenshuu 7 guidebook.
There's not a lot of room to have 21st Budokai Era Goku that high. Which he really shouldn't be anyway, since he had a PL of 10 in the first arc and only trained with Roshi for a year. His power level was probabaly around 25 or so. 25 x 10 = 250. Weaker than Piccolo Daimao.
And speaking about things that are things, I just realized what I really want a DBZ game to play like.
I want it to be closer to God Hand.

That seems about right for him being a little weaker than 22nd Tien and Goku at 180. He was stronger than his 21st Tournament self but still, he can't have improved that much.
I feel perfectly confident in saying 21st Goku with Oozaru should be at least 500, probably more. Anywhere between 50 and 90 for a PL seems sensible.

The issue is that the energy required to blow up the sun is so absurd that the difference between blowing up Earth and the Sun may even be greater than the difference between Saiyan arc Vegeta and Cell.
That's the main reason why some people find Cell's claim ridiculous, they think that energy output is beyond the characters.
Of course there are varying calculations and some of them seem to line up pretty well with what I think the difference between Saiyan arc Vegeta and Cell is. And anyway, I wouldn't expect real world calculations to be relevant. It definitely never crossed Toriyama's mind.
