I honestly felt that was rather Dubious, to be honest.
While it was probably simply destroying the sun to cause the solar system to die, the whole solar system going out at once isn't probably till the Buu saga, where casual energy blasts blow holes large enough through the earth that would have taken fully charged attacks from previous arcs to have done.

The point I'm refuting is that if you make a Dragon Ball online multiplayer game everyone isn't going to be a hulking super saiyan brawler like Broly because when it actually happened most of the "super saiyans" ended up looking more like Trunks when he fought Freeza and namek was the most popular race overall among people actually invested in the game.(and it's not to hard to understand why. The human/saiyan race was the most familiar but maybe a little two familiar. Kamehameha was used for two of it's classes. Two different versions of it to be fair but Nameks and Majins had all sorts of interesting and or unique abilities for their classes)

Why? I thought that line was supposed to be taken completely seriously. That's what it sounds like. You know, exposition to remind the audience that the power scale IS higher, despite their explosions being roughly the same size.
Of course it's confirmed in something official. It's confirmed when Cell says he can do it. It's not him bluffing or going "I totally can you guys! I swear!".
Here's the thing: In this instance, we don't really need a shot of him doing it, because he's demonstrably immensely more powerful than the first Planet Buster in the series was when he made the claim of turning Earth into space dust.
