All cards that are banned for a reason.
I like good duels, regardless of gimmick. ZEXAL's duels had a problem of being about a duelist tanking behind boss monsters most of the time.
Screw the banlists!
CED and Yata-Garasu aren't very complicated, and while they both have multiple effects, all those effects are really easy to explain.
CED is outrageously easy to special summon (in fact, the ease with which a 3000/2500 8* monster can be brought to the field is reason alone to Limit it... or it was until cards with even MORE overpowered effects regarding summonability were brought along) and nukes the entire field and both hands. Yata-Garasu prevents the opponent from drawing and returns to the hand every turn.
Also, Dynasty Warriors games do not feature you fighting against a bunch of diverse enemies.
Dynasty Warriors-type games feature you mowing down hordes upon hordes of mooks while laughing like a maniac and occasionally meeting an officer that takes a couple more hits and may occasionally manage to land a hit. The only thing that is a realistic threat in the Warriors games is anything that can hit you from a distance at which you can't shred it first.
This is perfect for Dragon Ball because that's pretty much what you would be doing with the mooks anyway. But I'd be okay if you just add a Horde Mode to Xenoverse, really.
I like a good duel, too, that's why I'd rather watch a duel between people who actually know how to play the game instead of guys who make up rules and effects as they go along, and who also happen to draw every card they need exactly when they need it all the damned time.

The problem with Dynasty Warriors is that in between the Red Ribbon Arc all the way up to Revival Of F there are pretty much no war scenes. There are no commanders, no bases to capture, no fortresses to scour.
Sure, it could be done, but again, creativity and Dragon Ball games have rarely gone together. Most try to do something that looks like the manga/anime, creating Dynasty Warriors Dragon Ball would require significant twisting of the original material or the creation of a lot of new stuff.

@ IANCE: ARC-V, the current airing series, actually has some characters who use real life high level decks in the show, and uses them well.

Yeah that's all Zexal was most of the time. Ooh look at me my card has fifty bajillion special abilities and effects and blah blah blah. But wait! The other guy has a card with a gajillion effects and one cancels out the effects of your card! And it goes on like that for the duration.
Give me high Attack Points any day.
