Outside of Gohan being completely shot down as an option, these are the strongest fighter of their respective races in the entire universe (6, or is it 7? I keep forgetting), so they aren't bad choices.
I mean, there's no guarantee that the fighters in Universe 7 (or is it 6?) are stronger than say....Perfect Cell or Buu, who were both unorthodox.
The Mutant Frieza was the strongest naturally born fighter in the universe before Goku and Vegeta came along.

Plus Fat Buu was weaker so he probably had a lower limit on how much punishment he could take.
One Strip! One Strip!As for Gohan Super Saiyan Four. It makes sense that he could do it. Remember, Elder Kai unlocked sleeping power. Super Saiyan 2 was something Gohan retained, although weaker. Super Saiyan 3 was going beyond Super Saiyan 2 by reaching deep within yourself to find it. Gohan could already do super saiyan 2, would then likely be able to do the further pull with enough training and has always had a sleeping power gimmick anyway.
Super Saiyan four is formed by a saiyan turning super saiyan and werewolf monkey at the same time, then absorbing "blutz waves" until they compress themselves into a more humanoid shape, something Gohan cannot do because he lacks a tail(and you know, no "blutz waves" were around). The problem with heroes is that it shows Gohan turning super saiyan four in reaction to Super Android 17 absorbing 18, no tail, no moonlight, no blutz waves, which isn't how super saiyan four works at all. Furthermore, only two thirds of the equation are based on sleeping power, and the other two thirds might be gone too, given Gohan has lost a core part of saiyan anatomy in his tail. So without blutz waves, the best Elder Kai could do is 2/3rds Super Saiyan Four.

I heard another translation of that dialogue being that 'Goku and Vegeta are attracted to strong-willed females because that was what Saiyan women were like'.
Which I think probably makes more sense.
