Resurrecting Frieza is a throwback to the Frieza arc because of course it is, so they wanted to bring together the characters that were present for that: Krillin, Gohan, Goku, Vegeta, and Piccolo.
Android 18 never went to Namek and battled Frieza's forces, so she got left out of the nostalgia trip sequel. The problem is that she was left out in the stupidest way possible.

I still believe the only way they can mitigate that nonsense is to have 18 be attacked in the city by Tagoma, perhaps, and start kicking ass.
I love you, Krillin!! -struggling to breathe- I love you as well, honey..And the other problem is Roshi and Tenshinhan are here, despite THEM never being on Namek.

So, seriously. I have no idea what they were thinking with this movie's cast.
It's like, after choosing the guys on Namek, they just threw darts on a list of characters and chose whoever it landed on to fight.

Krillin was entirely justified in being protective of him despite their difference in power because he was the adult. For all intents and purposes, Krillin was Gohan's substitute parent for the duration of their time on Namek. Like if you take a friend's kid to Arizona, even if that kid can kick your ass, you are responsible for him because he is a child and you're the person supposed to be taking care of him.
Gohan may have been raised by the village, but don't forget that he was not a mature and rational adult until the Buu Saga. Until that point, all of these people were responsible in raising, guiding, and protecting him from harm.
Android 18 is not a small child in Krillin's care. Treating her like one on account of her gender is entirely patronizing.

All the guidebook stuff is really up-in-the-air as to whether it's true or not, considering Toriyama can retcon it whenever he feels like it.
