Correct me if I'm wrong, but I'm pretty sure the real difference between the lower-class saiyans and the "elites" were that the elites were fully able to control their Oozaru forms unlike the lower-class.

Checking that blog, I forgot the manga uses all the non-localized spellings.
Maybe I shouldn't read the manga... that alone is gonna drive me nuts, just like when I tried to read Homestuck. I know those spellings aren't really incorrect, but it'd still be hella distracting.

I mean, it does raise the question of why 19 and 20 didn't know those techniques. Considering they also used that data. From the same spy robot drone thing. Or a similar one.
Solar Flare would have helped Gero a lot. A few times, actually.
Could be those Goku and Vegeta genes. Having video footage of everyone's attacks is one thing, but being able to instantly reproduce cool things just by watching other people doing it and deciding to do it too is a Saiyan thing. Like when Goku fired a Kamehameha just after seeing Roshi do one, just to see if he could. Or when Vegeta learned to sense ki offscreen after learning it was a thing, by just doing it.
Dr. Gero is a gifted scientist but he is not an innate martial arts genius. Learning to perform ki attacks just from watching other people do them isn't one of his particular skills.
Like, from what I can tell they were assigned based on scouter readings and not much else.
No psych evals or anything.
They probably read her power level and shoved her in a pod.
...And, frankly, odds are she probably got a few zenkais out of it. So. There's that.
I think to Saiyans, the concept of training was replaced by the concept of zenkai. The idea of raising your power level by lifting weights and punching the air seemed silly when you can instead just go fight awesome battles against enemies and sometimes you get your ass kicked and then your battle power skyrockets.
I mean, in addition to his generally negative opinion of hard work, early Vegeta also taunts Cui with the fact that the difference in their battle power is that Vegeta's been on the front lines battling fierce warriors. His only conception of how you can get stronger is by getting your face broken and then doubling your strength. He might not be entirely aware that other species don't do this.
The whole GTO doesn't seem to grasp the concept of training, and the Saiyans don't seem to be an exception. They're powerful because they're born powerful and they raise their strength through zenkai.

Vegeta's initial 18,000 is one hell of an outlier.
He's the Frieza of the Saiyans.
Alternately, in keeping theme with Vegeta, he got his ass kicked a lot and is too proud to admit it. 18,000 is the battle power of someone who's already popped a few zenkais.
I don't recall when exactly that takes place, but if it's after the Ginyus, it would correlate to my theory that the Ginyu Force traumatized Gohan and the Great Saiyaman is the result.

Why? Because, though it's natural in other planets, on Earth, flight is a Crane signature technique, as the spectators said when Tien first used it. He's probably the one who taught it to the other Z Fighters at some offscreen point.

Goku seems to have figured it out on his own after seeing Tien do it. The first time he ever flew was in the final moments of his match with Piccolo in the 23rd Tenkaichi Budokai, where he used bukujutsu to dodge an attack and hit Piccolo with his face for the final blow, after having both his arms and legs broken and a gaping hole placed in his chest.
The humans probably did learn it from Tien, possibly during that time when they were all training on the Lookout. I can't recall if Yamcha or Krillin ever flew before then. I don't think they did, and it's the only time I can think of in which Mr. Antisocial would have actually deigned to train with the others.

Ya know, a lot of people like to poke fun about how arbitrarily Vegeta learned how to sense ki seems to be despite the fact that Goku could randomly do it after drinking the Ultra Divine Water. I don't even think he knew it was a thing before then, he just did it. Same thing goes with Goku's telepathy on Namek since Roshi demonstrated it at the 21st Budoukai and Ten and Tsuru-sennin used it at the 22nd.

Goku at least had the assistance of a supernatural assistance in gaining the ability. Vegeta just went, "Welp, guess we're sensing ki now. BAM, did it, mother*ckers."
Sort of like how he became a Super Saiyan offscreen and is going to become a Super Saiyan God without the ritual offscreen too. Offscreen Vegeta can master anything. Frankly, I wouldn't be surprised if he shows up one day like, "Yeah, that Namekian Fusion thing? I did it. Absorbed Piccolo. BITE ME!"
