Krillin wouldn't need to invoke heavyweights. Where there is an epic battle to be fought, the heavyweights will be there. Hypothetical New Cell would not be able to rise without Goku and Vegeta perking up like gophers, going, "Fight? New awesome fight?! I'M SO THERE!!!"
These are, after all, the men who insisted on letting Dr. Gero create the Androids in the first place rather than hunting him down and aborting his designs immediately after receiving the warning, for no other reason than because they really wanted to fight them. It's probably for the best that they didn't get a vote in whether or not to abort Cell.

It's not like the robot is doing anything malicious either. Just watching and getting bits of you that fall off. Like, even if they noticed it they could easily presume it's some sort of subtle cleaning device Bulma made and decide not to call attention to it out of manners.
So had Gero already kidnapped Lapis and Lazuli by that point? Or was that something that happened during the three years?
If Bulma's plan had been followed, would they have been turned into androids?

According the apparently new explanation of what Majin Buu is, he may not have cells but he became the form we know as Kid Buu from millions of years of absorbing the evils of humanity between naps, so his original whatever he was might not have cells in the purest sense but he should have some integrated into himself by the time Bibidi summons him.
Whether that would really make Cell stronger by any noticeable margin is the question. But I'm pretty sure Whis cells would mean the protagonists are screwed either way.
And no, Beerus's fifth fighter can't be Neko Majin if it is the strongest person Beerus knows because Goku was able to defeat Neko Majin. But Vegeta wasn't, once again proving it's possible to be stronger than Vegeta but weaker than Goku. Also unlike Dr. Slump, Neko Majin Z is explicitly out of continuity because Vegeta was still working for the planet trade, and because he broke the fourth wall to say so.
Buldogue's lawyer...So why was there a difference between Buu with Cell absorbed and Buu with Frieza, Goku, Vegeta, and Piccolo absorbed? (King Cold wasn't in Budokai 2. And Frieza was stronger anyway so I'm not sure how much difference he'd make regardless.)

Gero probably tampered more than a little with Cell's code himself; made his own additions and revisions and all that. Just mashing people together and hoping something stable will come out of it, let alone something as radically independent-looking as Cell, wouldn't make a lick of sense.
Buu with Goku, Vegeta, Frieza, and Piccolo absorbed is missing the cicada.

I mean, it does raise the question of why 19 and 20 didn't know those techniques. Considering they also used that data. From the same spy robot drone thing. Or a similar one.
Solar Flare would have helped Gero a lot. A few times, actually.
Cell has ki. Therefore, Cell can use Ki attacks. The androids don't. Therefore they can't. Their attacks are using their own energy.
This is why you don't see Gero bust out a Kamehameha, even though he probably could download the information of how to do it into his brain, he just doesn't have the req stats to do it.
