This hasn't changed since Namek and, as I understand, it isn't any different now. His purpose is to get his teeth kicked in to showcase how strong the villain is.
- Vegeta was the strongest jobber on Namek - only surpassed by Piccolo long enough for Vegeta to zenkai, come back, and job harder.
- Vegeta was the strongest jobber against the Androids - only surpassed by Piccolo long enough for Vegeta to train up, come back, and job harder.
- Goku displaced Vegeta as strongest jobber against Cell, but Vegeta still sat just under him at a confident second-strongest jobber.
- Both Vegeta and Goku were surpassed by Gotenks, Ultimate Gohan, and Mr. Buu, but they maintained their positions relative to each other through the end. Nobody fell between Vegeta and Goku.
If you're a protagonist, you're either weaker than Vegeta or stronger than Goku. That's just how it goes. If you manage to slip between them, you won't be for long.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Toriyama introduced Yamcha as a loser. One of his earliest major character traits was a crippling fear of women that he intended to use the Dragon Balls to wish away. This was used for much comedy at his expense.
He then became a tournament regular once the initial arc was finished, sitting out the actual plot until Vegeta and Nappa arrived, with the sole exception of that time when he fought in Baba's Tournament - which I count more as another example of being a tournament regular than being involved in plot.
Yamcha spent more time confronting the Arc Villains in post-Raditz Dragon Ball than he ever did pre-Raditz.
