Shenron needs two wishes to mass revive people.
Porunga can bring back a planet and all nonliving things on it, bring back all the living things, including the ones that have died previously, and then top off a dude's energy. And in about 3000 hours he can do it all over again if he has to. Shenron needs to use two wishes to bring back multiple people, near as I can tell can't be used to bring back people that have already come back once, and can't mass revive people that died more than a year ago, if what Saiga says is true. And he needs almost 9000 hours to recharge afterwards when he uses all his wishes.
Shenron kinda sucks.

Let's be honest, Porunga's shadow dragons could probably beat up Shenron's shadow dragons.
EDIT: ...God I dunno why but I keep thinking about Beerus recruiting Frieza for his contest with Champa.
I don't know why I like this idea.
I mean, I'm just guessing but I can assume that Beerus and Champa themselves won't be on the teams, as that would defeat the point, and I feel they probably won't be sending Whis or Vados out either because it wouldn't be fair.
I dunno whether the dead are eligible or whether the people from their universes have to be alive.
Like, either way Beerus could go to Earth or Namek and say "hey, bring back Frieza" and while none of them would like it they'd do what he says.
I mean, as of Resurrection F he's almost as strong as Goku and Vegeta. And after only four months of training too.
Frieza can go from 0.000000001% Beerus to 50% Beerus in the time it takes for Porunga to recharge.
According to Goku his problem was that after he got his new form he went to Earth right afterwards instead of learning to control it. In other words, he didn't train enough.

Like, Frieza got to keep his body the first time because Yenma wanted to torture him.
Beerus could probably nab the cocoon for his competition and nobody would complain.
I mean, it's a competition between their universes. I'm guessing that includes the afterlives. Maybe the demon realms too.
...And I kinda want to see Frieza's reaction to having to work with Goku and Vegeta right after they killed him again.
I legitimately think that'd be fascinating to see.
Like, I love how deferential Frieza was to Beerus in Resurrection F. Seeing Frieza on his back foot like that is neat.

EDIT: Come to think of it, speaking of the Demon Realm, how strong is Towa meant to be? Has she made Mira yet?
...Alternatively, since it seems to be the case that all Alternate Timelines are actually part of the same universe, could Beerus pay SKOT a visit to find a strong warrior from a different history?

Ya know, God- and thus Dende- had the power to reactive the Dragon Balls apparently at will. After God resurrected Shenron, he made it so that he could be summoned immediately instead of in a year. It seems that the time limit is entirely arbitrary.
