As a writer, generally you don't choose how the characters behave.
If you're doing that, you're writing wrong.
The writer creates characters with set personalities and traits, and those characters behave appropriately to said traits and personalities. Yes, the writer can affect their development and the circumstances around them to force them to act in certain manners, yes, but if you're actively dictating their actions, then they're no longer characters, they're plot devices.

You said it better than I did. We have plenty of tropes for whenever a character stops being themselves due to the writer's interference depending on the situation.

I can't believe I'm saying this but you're completely wrong. In Resurrection "F", they only get two wishes and neither of them was a mass revival.

That's just a shitty writer who can't find a way to keep their characters in-character while doing what they want. It's not hard at all.
Someone who says they can't make a character do something just haven't put enough thought into it.
