That seems to be a pattern in this series, what with Piccolo and Vegeta and the like, soooo...
And on the topic of "Broly redeemed" scenarios, I'm not fond of them. The green lights are on, but nobody's home; there's nothing to redeem. His head's so scrambled that he's more of a force of nature than a character. Not exactly a lot to believably work with there.

It's actually not a COMPLETE plot hole. I think it's supposed to mean "reviving more than one person at a time takes up two wishes". Which actually makes sense. When they ask Dende to let the dragon do that, he says that'll take the total down to two wishes.
The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!Porunga could not only do mass revivals, he could also revive people an infinite number of times.
Dende obviously needs to step up his game.
