16 was deliberately designed to be the strongest because he was Gero's Replacement Goldfish.
He wasn't that gentle when it came to Goku.
I honestly think if he'd had a chance to properly fight Goku, kind or not, he would have wrecked his shit......provided this was pre-room of time and spirit Goku.
Then again, I think Gero might have won with 19 and himself as 20 if he'd just started up the monitoring again when Goku came back to Earth. We know his computer was still collecting info. If he'd only kept up the data gathering, he'd have caught Goku going Super Saiyan.

Because it just makes me question how, its not so much a sense of realism but rather "How did this man create two machines capable of surpassing the strength of beings he has never before seen."
Like, maybe if it established that Gero knew about Frieza and then promptly made adjustments to compensate sure, but there's no such explanation.
Its not bad storytelling or anything and its more of a pet-peeve than anything, but it still makes me scratch my head.

Exactly.
And more to the point, if Gero can do it, then why can't say, Dr. Briefs or Bulma, who've studied his tech (even if only briefly) do the same. It'd take a few years, but we know they are pretty good at Reverse Engineering shit (Goku's space ship, and god help me, Bulma creating the device that lets Vegeta go Super Saiyan in GT).
.......Right, so I'm an asshole, but I'll admit it: Powered Armour can fucking work, and nothing will ever convince me otherwise.

Not knowing something similar already exists doesn't make it impossible, knowing someone like that exists shouldn't tell him how to do it. So I think that's completely irrelevant.
It's really a question of "why" more than "how", since he didn't know such strength was necessary. And the answer to that is: Gero doesn't fuck around. He outright says he didn't expect Goku to increase much in power because of his age, but didn't take any chances. Smart move.
This isn't true. Earth tec is incredible. Capsules, shrinking living beings, artificial intelligence, hover cars, time travel... and then you look at how far above the general population the geniuses are. Gero is the robotics version of Bulma, essentially. Creating super strong murder bots is his entire field of study.
Bulma and Dr. Brief outright say they can't understand his work at that level. With time, maybe they could. But at least we know at the Android arc they're just flabbergasted by it.

It's just, 17 and 18 were scrapped earlier models. They were stronger. 19 and 20 were specifically weaker, but had energy-sensing. Gero had to know about scouters, unless he didn't, but even then, how did he take the human body to a point where 18 could break a Super Saiyan's arm, but not create a robotic shell that could do the same?
And before that, he makes 16 who can take on Imperfect Cell, after he'd started eating people, and put a bomb in 16 that made Perfect Cell scared.
