Have you ever seen a really buff woman? I'm not talking realistic proportions, I mean, the wish fulfillment, Herculean, Hulk-esque uberwomen? It's not visually appealing.
Though Mikasa Ackerman is one of the few women of anime I can recall having visible muscle, and maybe some from Black Lagoon.

My various fanfics.So I've been thinking more about the idea that I had that I briefly mentioned a while back, that Frieza would remain the strongest villain in terms of raw power but the subsequent villains would be more dangerous due to additional gimmicks - the Androids' infinite stamina, Cell's regeneration, Buu's... general impossible-to-kill-ness. I'm curious as to what people think because honestly the more I think about it the less I think it would work.
I think it's an unnecessary idea that creates a bunch of problems and has no positive benefit. Not trying to be mean, but I don't see any reason for Freeza to be the strongest villain.
Basically the only consistent theme is "getting stronger". Capping off the villains' strength with two arcs and a bunch of EU material to go would really undermine that.
And then Beerus. He just wouldn't work as inferior to Freeza.
I just can't wrap my head around the problem people have with Freeza being surpassed. He's no different from anyone else. He was the strongest in the universe, yes, but not for any reason that makes it possible for only him to hold that position. He was, just because. So I don't see any reason to perverse such a tenuous position for him.

The problem people have is not so much that things stronger than him exist but, more specifically, that some random scientist can build things stronger than him in his basement. I myself like the Androids but can definitely see why that would be considered odd.
Then again Frieza's own strength is apparently the result of an extremely rare and random mutation and the rest of his race is far weaker.

That just makes that one particular guy a really badass scientist.
He created cyborgs stronger than Frieza based off data he gathered from watching people in Frieza's ballpark, and then he got Dangerously Genre-Savvy and decided to overshoot that three to four times over. Glass half full, that's just the kind of Badass Grandpa Gero was.
