Freeza's a freak of nature who became the strongest being in all of creation with no training whatsoever. It took Goku his entire life and a freak prophecy up to the Namek saga to reach a power level that Freeza was born with.

The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!Able to maybe, but he didn't actually beat Piccolo, they broke even and Piccolo had a slight advantage, though horned red guy wasn't bothered so maybe he had some trick up his sleeve before Gohan took him down (or maybe he's just a cocky bastard).
Anyway, they need Freeza because Red guy with horns clearly isn't enough. Either the rebels have fighters of comparable strength, enough strong fighter to successfully Zerg Rush him or he's just one guy no one has heard of and King Cold's empire is too big for him to stabilize or reconquer on his own in a timely manner. Freeza is a universal celebrity whom people fear, Jaco called him the emperor of all evil.
Buldogue's lawyerNo. Claims like this keep popping up but it's been confirmed multiple times that the original line is correct. People just keep coming up with lines that suit them better.
Piccolo is sub-Zarbon tier now, probably. Toriyama did say as the original creator he can just change anyone's power as he wants.
Okay fine, the song playing during Freeza's rejuvenation in the movie explicitly referred to his weakest form's power level of 530,000 and that was the form he took when coming out of the chamber, but the rest of us are just suiting our own needs when we suggest he was referring to anything but that first form. Despite Piccolo being stronger than Zarbon and Dodoria for years, still doing his weight training and evidence there are mutants in the planet trade organization/King Cold's empire capable of raising their power levels in Yo, Son Goku And His Friends Return there is no reason to think red horned mutant is any stronger than Zarbon or Dodoria. In fact, despite Piccolo fighting him to a draw at worst we will just say Piccolo is now weaker than Zarbon and Dodoria. Right, right, moving on.
I'd state Buu has now raised his power to levels comparable to Gotenks and Gohan, partially out of his desire to have a rematch with Goku, mostly to be strong enough to defeat Grey Buu if he or anything like him ever threatens his friends again. Yes, Evil Buu returning is probably impossible at this point but fears is not always base in rationality, fear is a powerful motivator, Buuby from Dragon Ball Online emerged in the same manner as Evil Buu with it simply being deliberate in her case and Fat Buu beating Evil Buu in a rematch is the most dramatic way of raising Buu to Super Saiyan God/SSGSS level I can think of. Buu does have to get to said level before Uub shows up because Goten thinks he'll soon be capable of beating Goku at the end of the manga but he and Trunks are still apprehensive about facing Buu.
Maybe instead of literally releasing evil Buu a second time, the power up would be preceded by representations of Evil Buu, Fat Buu and the two gods having a battle royal inside Buu's head in a simlar manner to the one inside Super Buu's head earlier, which results in them all coming to a mutual agreement to work together. Buu's new battle transformation would represent the Kaioshin and Grand Kaioshin switching to power booters instead of power limiters, a strength increase from harnessing the evil nature he fears since courage is part of Qi and an additional flood of godly energy. Since two gods are involved, we could legitimately call it a god form too.
Regardless of god and what other power ups are attained by the time of the showdown with team Champa, Buu would at the very least be somewhere around Gohan and Gotenk's levels and play rock paper scissors with them to decide who the fifth man will be. Buu will win by using his stretchy powers to retroactively change his choice.
Buldogue's lawyerFat Buu has also shown an interest in fighting and desires a rematch with Goku. This just gets blown over because GT was the Goku show, Buu wasn't in Yo, Son Goku and His Friends Return, Buu was inexplicably surpassed by Vegeta in Battle Of Gods, Buu was absent in Revival Of F and Super is shaping up to be the Goku and Vegeta show.
In other words, food and Hercule Satan are the only things he gets associated with because despite the manga explicitly stating he was still in the league of the saiyans after the time skip every Dragon Ball work after the original run bar Online has been determined not include him in any meaningful way because they'd rather wank on Vegeta(except Friends Return, where despie Buu's absence the focus was refreshingly on Goten and Trunks). I don't know, maybe Buu managed to stay on their level through some method other than training but he did something since Goten and Goku have not stopped training and the former thinks he'll soon be able to beat the latter, suggesting Goten should have gotten god by that point.
