Well, not ideally for me but given what this Toriyama-TOEI collaboration has given us, those are the best five. Gohan is going to lose his Kai power up and not get god, Pan's not even walking and Uub won't be introduced for years to come. So unless Goten or Trunks get god or 'fusion' by passes the "individual" count, Majin Buu should be the fifth strongest person available.
The fact Whis is protesting the suggestion his counterpart is stronger than himself can already be used to set up circumstances where the reader gets a chance to compare them both in action. If there is to be a conflict for Earth between the respective gods they serve, that seems as good a chance as any. Slightly rushed perhaps, but given Super has given us so little in the way of new material would anyone really care at this point? It's already retreading what little new material it has brought up. The sons have already spent all their money?

Maybe Champa will steal some of Beerus's humans for his team. That, or the translation's faulty. What did it say again, that mankind is extinct, or that it never developed? Maybe mankind developed into superpowered cavemen in Champa's universe, so to him, they never "developed" into an intelligent species.
