I guess it just shows how forgettable the movies can be sometimes.
The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!No, the movie doesn't specify the level of Kaio-ken used. It was the movie's promotional pamphlet that gave that info.
It does make sense considering how badly he wrecked the giant Slug, who was supposed to be stronger than regular Slug (despite that absolutely not being how the technique works in canon).
The Lord Slug movie was the product of someone going, "Hey guys, nobody cares about original Dragon Ball anymore, but Piccolo-Daimao's awesomeness can't be denied. Let's do that again, but shittier."

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.There was no "original" Dragon Ball when Lord Slug was in production. Slug was a blatant Piccolo ripoff but so was Bojack, because TOEI recognized a hit when they had one.
And no, Vegeta wasn't necessary to prove Goku is not the undisputed strongest or to provide a rival. Several characters already provided the former (Gohan, Gotenks, Uub), Majin Buu could have easily filled the latter (Fat Buu put up a better fight against Kid Buu than Vegeta) and Beerus proves Toriyama is still capable of creating such characters out of whole cloth if need be.
Moreover, learning he's not invincible and that there is always a bigger fish is something Goku learned back in Dragon Ball's third arc, assuming he did not already know that. The entire Buu arc, between Buu's appearance and getting his life back anyway, is Goku lamenting about threats still coming to Earth even after he died to stop the cycle, how inadequate everyone else is when it comes to fighting Buu and trying to get them ready for the next threat to come to Earth since he can't do it anymore on account of being dead. After Beerus decides to spare Earth, Goku immediately jokes about what to do about the next enemy. When Freeza bites it for the second time, Goku, more seriously, asks if they should try something different next time (Freezer wasn't stronger than Beerus but he was still stronger than Goku even after Goku got a new super form, so it still fits)
No one who has read/watched the majority of Dragon Ball should need Vegeta to remind them there is always a stronger opponent. That was cemented by the Fortune Teller Baba arc and cliche by the time Raditz arrived. Yo! Son Goku And His Friends Return was different precisely because the villain was a wimp compared to the last one.

When things like GT, Online, Evolution and Super started popping up after the final volume, then there was the original Dragon Ball and Dragon Ball whatever to compare it to. Most of the fan base in Latin America, Europe and Asia would have made no distinction, it was only people in the 50 states who made that error due to Toonami showing Raditz first and the GT final bout video game would have corrected that misconception if simply picking up the more bearable manga or checking on one of the already extant fan sites did not.(For a more recent example, Digimon Xros Wars: The Young Hunters Leaping Through Time is not a separate series or even a second season of Digimon Xros Wars, yet there are two different pages on this very wiki)

By the time the Lord Slug movie was put into production, the anime had already drawn its line between the pre-Raditz portion and "Z".
