Being Vegeta is suffering.
We don't know for certain, but he was at 23,000 in his normal state versus the Ginyus' imprecise level of 30k-60k, so he was likely somewhere in their general vicinity.

If Zarbon was still stronger, how did he lose?
It's been made pretty clear at this point that higher power level means instant win.

At that point Zarbon couldn't put up much of a fight.

Wow. It's so weird to have a conversation about how any difference in Power Levels means the weaker guy will always lose, and then have Vegeta win despite being weaker due to smart strategy.
I guess we'll need to put that one on the list of rare occasions where Power really didn't matter.
The gap between them must have been small enough for Vegeta to still stand a chance as well.
One Strip! One Strip!Against Zarbon, Vegeta took advantage of the fact that you don't actually have to vaporize a person's entire body to kill them. The amount of damage it takes to end a life is substantially lower than the amount to destroy every trace of their existence.
Goku did the same thing to Piccolo Daimao with their final exchange, ripping a hole through his chest for lethal damage.
Administering lethal damage to a more powerful foe is also how Raditz died.
Unfortunately, as foes gained increasing abilities to survive ridiculous levels of damage, the option to administer a killing blow without fully overpowering the foe would never be viable again.
My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Vegeta had also fought Monster Zarbon once before and had ample time to make a plan of attack. The last time Zarbon transformed, he was taken completely offguard by Zarbon's superior strength.
Add in some of the Saiyan fighting instincts that have always served Goku so well and it's not hard to see how the rematch with Zarbon went a little differently.

Plus, he was kinda complicit in Hercule and the Puppy getting shot.

EDIT: Considering that the World Tournament takes place every other year... and Goku competed in *two* of them...

Let the joy of love give you an answer! Check out my book!Vegeta cannot have been at 23,000 when he fought Zarbon for the second time. That was his powerlevel when he fought Kiwi, IIRC, though I seem to recall it being 24,000. It might just be me remembering one of the games though.
Anyway, he received a Zenkai on top of that from the beating Zarbon gave him, so I'd say, it's likely he was pretty damn close to Zarbon in terms of powerlevel.
He would have to be, otherwise he'd be just flat out unable to hurt Recoome, and we know he actually did do damage to Recoome, it's just that Recoome is freakishly tough and shrugged it off.
