You will never be able to negotiate with Akira Toriyama on anything like an equal basis because he does not need you. You will never be able to dictate terms. You probably couldn't even put together a live action Dragonball film unless you paid for all of it yourself because there is no market in this country for it and because Evolution. It's never going to happen no matter how determined and talented you are. Ever.

Flight is a technique, not a power level.
That being said, I think I agree with Critic here. Dende's battle power has never been measured, but he was introduced on Namek when battle powers were out of control and had his potential unlocked. Thematically, Piccolo Daimao should take this fight in a landslide, but the intense power creep of the Namek arc means there's a good chance nothing he does could even scratch Dende despite the latter being relatively harmless.
And then everyone would be fucked when Cell shows up.
If Vegeta had just killed Frieza in his first form rather than goading him into transforming, everyone would have been fine.
Because Vegeta couldn't have killed Frieza in his first form. He would be dead, Piccolo would show up, effortlessly blow first form Frieza to pieces, and everyone would hail the conquering hero without ever even knowing Frieza had transformations at all.
He was clocked at 1,500 when fighting Frieza's mooks, which we can assume was not the full extent of his power given that, as noted, he was at 1,770 when fighting the Saiyans.
He doesn't check in again until his power has already begun unlocking, at which point he's 13,000 while fighting Guldo.
By the time he fights Frieza, he's at 75,000.
At no point on Namek is he at 1,300, though that number may have come from someone misplacing a zero when looking at his battle power against Guldo.
They're being needlessly rude about it, but the fact is, you have an certain optimism about your adaptation goals in this and other threads that, while certainly admirable, I'm not entirely sure is warranted. Making an adaptation is hard, expensive, and can easily fail from the moment of conception by something so simple as the original artist saying no.
It's great to have dreams and to reach for them, but when you present it like it would be no challenge at all to just walk into a Hollywood studio and go, "I have a script. Give me $75 million, licenses, and the best creators money can buy!" it makes people think you don't really have that firm a grasp on how entertainment is made.
Everyone usually just smiled and nodded and quickly changed the subject when you did this and, frankly, I'm not sure why they stopped doing so and instead opted for rudeness, but now it's out there.
Also that. I share your guys's skepticism, but there's no need to do the Macarena on the poor guy's hopes and dreams. This topic of conversation is dangerously close to shifting from being about the topic to being about each other and that is an explicit violation of forum rules. I've tried to be as tactful as possible about this. Can we call it good?

Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Making them is going to be hard as Katchin, I know this, and I would be willing to take the L on my Animorphs anime, but a good live-action Dragon Ball should be made and we deserve better than the atrocity of Dragonball Evolution. Battle of Gods, Resurrection 'F', and Dragon Ball Super have made Dragon Ball relevant again so the time is better than ever to try for success. If I had tried to make the movies at the time when Evolution actually came out, I would completely agree that there was a slim-to-none chance, but Dragon Ball is extremely relevant again and Evolution needs to be made up for. This is the best time in the last two decades to try making a live-action Dragon Ball.
I think most of us can agree that a well-done adaptation can only be a good thing, especially after the universally-reviled disaster that was Dragon Ball Evolution. And on TvTropes, more than anywhere, we should be encouraging the creation of new fiction, not laughing it out of the room.

Though if you're 100% serious Pushover, you've got an uphill battle:
Before Edge Of Tomorrow, there'd never really been a good adaptation of a Japanese property (well, I'm likely forgetting something), and I doubt Toei or Toriyama would be willing to let it happen again after Evolution. There's no amount of Salve in the world that will soothe that burn.
.....As someone who's still obsessed with his Powered Armour in DBZ idea, I can't judge you.

I will say this, Toriyama did seem to want to keep Piccolo relevant more than the humans but not the saiyans and their spawn.
I wonder was he intentionally enforcing this "You're race dictates how useful you are." thing or did he just like Piccolo more than all of them.
