The Dragon can't exert authority over anyone stronger than his creator.
Said creators are Namekians, who grow stronger through fusion.
When Kami and Piccolo fused, Kami stopped existing and the balls became inert.
Dende took his place simply using the old blueprints to make new balls (he also had the knowledge apparently).
So if Dende fused with Piccolo for some reason, his balls would go inert.
But in theory, would that new being be able to just make new balls using the old statue, and the knowledge he has from both Kami and Dende.
So if Piccolo kept fusing with other Nameks, and then creating new balls
, shouldn't he theoretically be capable of growing stronger still?
I know there's a limit of needing to be of the same class for Fusion (both being warrior types), but if it could work he should try it.
Alternatively, he splits himself again, and then lets them go off to train (maybe getting back up to the level they reached when they fused with Nail) and then fuse back together.
Lets see anyone tell me this won't work.
And I want a long detailed explanation on why, because only logic can stop Handsome Rob!

Vegeta and Nappa are never acted upon by Shenron. They remain exactly where they are in space on their transit to Earth. There just ceases to be spaceships around them, because their ships were teleported into the nearest star.
Deep in space, Vegeta and Nappa are startled to awaken in space.

I mean, he was able to remove the bombs from Androids 17 and 18, and those were part of their bodies, so moving Nappa and Vegeta's ships should be possible.

You know what? I bet that's what exactly happened. The Saiyans arrived on Earth before Shenron could bring Frieza over to intercept them because three minutes was more than a year on Earth, and so they eventually had to recant their wish and use it to revive Goku.
The whole reason Frieza went to Namek afterward was to gather their Dragon Balls and wish to be teleported into the path of Vegeta and Nappa. He felt cheated.

Dende is just an average Namekian youth of the Dragon Clan except his power has been unlocked by Guru. He isn't a combatant.
King Piccolo is the evil 1/3 of the original Nameless Namek, a legendarily powerful Namekian, although splitting weakened him greatly. Very much a combatant.

@Soble: The Androids being stronger than what Trunks expected doesn't change anything, and it's easy to assume they were also that strong in Timeline B. The protagonists were still en route to defeating them eventually, since Krillin, Bulma and Trunks would've developed the remote note and turn them off on their own (other details, like how Goku, Vegeta and 16 would react, can be speculated about, but the Earth is saved).
Cell started changing things as soon as the attack on Gingertown happened, leading to Kami accepting the fusion with Piccolo, Goku suggesting the Hyperbolic Time Chamber as an emergency (he did it because he felt the power of Cell and Kamiccolo), the battle between 17 and Piccolo, which attracted Cell and got 17 absorbed. By the time the remote was built, all of that had already happened, and all because of Cell.
