So Dende is powerful enough to resurrect people, as in, he has the necessary amount of power to do so, but he does not know how, or he just does not possess the spell 'Resurrection' and his class is unable to learn it.

I didn't like Super Saiyan 3's redesign. The regular Super Saiyan 3 is perfectly Up To Eleven, it takes the basis of the previous forms (hair style changing) and goes totally overboard. The energy form is just out of nowhere, and is very generic.
To bring him back in the sequel?
It reminded me too much of Naruto's transformations.

I don't think the Western fan redesigns are bad at all actually. Just different. Goku for example, barring the SSJ 3 concept, looks great, ditto for the Dr. Gero and Android 19 designs.

Consent, consent, consent.
"Powerful enough to grant the wish" has always been depicted as "more powerful than the person the wish is meant to affect, or else that person has to provide consent." If a person doesn't consent to being resurrected and is more powerful than Dende, it's unlikely the Dragon can resurrect them, just like how the Dragon can't teleport them or kill them or turn them into a bunny unless they allow it to.
A wish granted by Dende's dragon could kill Beerus if the latter consented to dying, but could not resurrect Krillin if he refused to come back. Mr. Satan, however, would have no choice one way or the other. Dende is more powerful than Mr. Satan so the Dragon overrules his will.

"No wishes that exceed the power of the creator" always seemed pretty iffy to me, since Shenron clearly can do this Kami and Dende cannot.
