Oh man, I wonder what did happen to Hercule in the alternate timeline. Roshi had a submarine, Hercule must have a bunker or something - but did he target the Androids like he did Cell, did they kill him outright, maybe he saw a city get nuked and decided to be smart and hide somewhere.
I'M MR. MEESEEKS, LOOK AT ME!He knows Cell wiped out a significant portion of the world's armed forces, he knows that Cell can literally fly through ceilings without even noticing they're there, he knows that Cell has killed hundreds of people, possibly thousands, probably hundreds of thousands...
In short, yes, he would challenge the androids anyway.

I do suspect that after the Z-warriors dropped out of Tourneys, Hercule gains prominence by winning without such techniques and convinced people they were seeing some nifty tricks.
Some might not have bought it, but a lot of the people who showed up for later tournaments probably missed the earlier ones as well.

One Strip!Well... the Z Fighters had pretty much taken over the Tournament by the 23rd, so it's likely a lot of the other skilled fighters didn't bother showing up, incorrectly assuming that they'd just get taken out by the absurdly strong monsters that were the students of the Turtle Hermit and the reincarnation of the guy who conquered the world once.

The number of people attending the tournament in Dragon Ball were far, far less than the number of people watching after Hercule Satan 'defeated' Cell.
