Maybe lots of things used to live in Namek's water supply before the drought. Maybe their water used to be chunky.

Frieza's ability to survive even when reduced to little bits is exactly why Cell was able to survive as a single cell long enough to regenerate.
Frieza's insane durability and Namekian regeneration is a pretty OP combo, with the Saiyan zenkai as the cherry on top.

You cannot firmly grasp the true form of Squidward's technique!Yes, Zenkai was established. The problem with that is that regeneration still takes your own KI to use. Vegeta and Goku got to abuse zenakai because they had sensu beans and regeneration chambers, Cell would have had to use his own KI not only to regrow a limb but his entire body save one cell. That should have used up a lot of power. On top of that, he got his perfect form back without 18.
And again, it was the moment my dad gave up on Dragon Ball(I think), I obviously stuck around to read the volumes to the end, and then bought super sonic warriors, and super sonic warriors 2, and a budokai game and watched the three special movies set after Buu with Abocado, Beerus and Golden Freeza, and...

EDIT: ...I wonder if Cell's ability to regenerate from cells has to do with Freeza's thing about still sorta being alive after being hacked to bits.
