@Saiga: Most of the reasons I see range from what IANCE said basically and the fact that the plot is so constrained such few characters, it makes an extra cast extremely superfluous.
I mean, it sorta makes sense; if most of the plot is fighting the latest and baddest big bad and only two characters are strong enough to actually beat him, where does that leave everyone else aside from jobbing until said two characters arrive?
I'll admit, most reasons aren't well constructed, but its a feeling that arose from feeling like the series does not do enough with its extended cast, which isn't that unreasonable.

He didn't really do much afterwards (I mean, he SHOUD'VE, but my avatar is Super Saiyan Yamcha, you guys know where I stand on the 'humans should have stayed relevant' issue).
I was speaking more of the idea that there was a possibility that Buuhan was so ludicrously powerful that he might've kept his body, absorbees included, in the afterlife for no reason except that he can, not that the people he absorbed would somehow have their souls fused with his.

Chaozu is fine I think. He was introduced to be Kuririn's opponent in the 22nd Budokai and it was an entertaining fight. He didn't really need to stick around after that but it'd be weird for him not to be with Tenshinhan.
Yajirobe also contributed to the Vegeta battle, that's pretty important (and awesome).

He was definitely coming back for the 23rd, Piccolo got in the way of that IIRC.
Then he only came back when the Saiyans arrived (massive threat to the planet), showed up when the Androids attacked (massive threat) and for the Cell Games, and was one of the few humans to survive Super Buu's slaughter (what else was he going to do?).

Yeah, as expected, they extended the Beerus and Goku fight by having Goku power up in segments, with SSJ 3 coming into play in the last third of the episode.
Oh, and Vegeta magically appears at the cruise liner. Sure he can fly, but in this case he was already AT the party when King Kai calls him about Goku's defeat.

It's like Raditz never existed. Some punk with red hair and a scouter showed up and the history books just turn blank up until Vegeta and Nappa arrive.
- Goku is now punching hard enough in SSJ 3 for the shockwaves to literally tear the crust away from King Kai's planet.
- I like this extended version of the fight.

Can't help but notice Pikkon hasn't reappeared either. I wonder if Toriyama forgot about him. He was in one of the films.

He lost to Tao Pai Pai, he lost to Master Roshi, he lost to... whichever one of Piccolo's minions he lost to, I can't remember exactly, he lost to Tenshinhan, he lost to Piccolo Daimao...
But he didn't actually lose against Raditz. Yes, he died, but he did win that fight. Victory and survival aren't mutually inclusive.
To continue: He lost against Vegeta, he lost against Cell and he lost against Beerus.
Goku is far from invincible.

This. Yamcha and Krillin remained part of the social network which is why we kept seeing them pop up, but Tien was never one of the gang. He didn't come to the parties or chill with the crew, he just left and only came back when he needed to be useless in combat.
At the end of the Cell Games, he even basically tells everyone, "You'll never see me again, go f*ck yourselves, I'm out."
Vegeta won his fight too! By the time Krillin and Gohan arrived, Goku was broken and unable to move on the ground and Vegeta was still in fighting shape. Goku spent the rest of it dictating what Krillin and Gohan should do from his prone position, and even that was only possible by the intervention of yet another third party, Yajirobe.
He also sort of lost to Captain Ginyu. He lost to Android 19. He surrendered to Cell. He didn't outright lose to Pure Buu but it was made apparent that he could not win.
Before that was Piccolo Daimao, who utterly destroyed Goku in the aftermath of Goku losing another fight to Tambourine. Tao Pai Pai nearly killed Goku at the base of Korin Tower. General White somehow rendered Goku unconscious with a gun. General Blue was a hair's breadth from killing Goku and Krillin but for the surprise involvement of Bulma. Even Yamcha's won a fight against Goku, albeit under a massive handicap; Goku was starving.
And of the three Tenkaichi Budokais he competed in - discounting his disqualification in the Buu Saga - he's only ever won once.
Goku has lost a lot of fights, and only a few of his losses were due to special circumstances.

Currently liveblogging Haruhi Suzumiya and revisiting Danganronpa V3.Oh, and instead of Goku being defeated with a finger flick and a slight chop like in Battle of the Gods, in this episode he was done in by a finger flick and a pat to the shoulder. Plus Goku wanting to try fusing with Vegeta again is mentioned.
Lots of QUALITY this episode though, compared to episode 04, though for some people the lack of thick lines from said episode might be a plus.
You know, even if they couldn't win, I'm kind of peeved that Goku and Vegeta didn't at least try Gogeta against Beerus. It's clear that Vegeta's way past swallowing his pride to do the fusion dance, and it's also clear that Beerus would totes allow it.

Let's be absolutely fair here:
Vegetto has no idea whether or not Buu can ignore the laws of the afterlife. He knows that it can be done though. If I were in his place, I would assume that, if it can be done, Buu is probably the one who would be able to do it. I mean, it is an unimaginably powerful god killing abomination, after all.
Also, I'd like to think that the only reason Goku actually returned to the afterlife was because he's too much of a good guy to tell them to go fuck themselves when they said "only one day!".

Also your example has the hilarious inversion in that Usagi is arguably the least competent of the Sailor Senshi.
They won't be able to while he's alive. We're talking about extricating Gohan, Piccolo, Goten, and Trunks's souls from the afterlife after Super Buu's body has been destroyed and his soul is being processed in the afterlife, where he no longer has a battle power in the potential billions and is just another wispy cloud to be judged.
Shenron and Porunga cannot grant a wish against a person more powerful than them, but you don't take your power with you when you die unless given special dispensation to bring your body into the afterlife. If Gohan, Piccolo, Goten, and Trunks still need to be extricated after Super Buu is destroyed rather than just going to the afterlife too, there's no reason to assume Super Buu's powerless soul would be able to resist that.
So even IF they didn't get brought back by some complication of being absorbed, this conversation would still happen.
