Also, I mean, there's nothing in the series that actually says Pan and Bra couldn't become Super Saiyans at that point.
Didn't Toriyama already change part of it?
And Goku's base form would still be weaker than Kid Buu.
Saiyan Beyond God could be about equal to Kid Buu.
...And, according to Online and Xenoverse, Buu can get stronger if he trains.

So I watched the 2008 special in full. It was pretty fun. Tarble indeed says Abo and Kado were as strong as the Ginyus at first, then trained to be even with Frieza. I'm assuming this means first-form Frieza because why would it be second or third and Frieza claimed only his parents had seen his fourth. They're on the losing end with Goten and Trunks, but still able to keep up with them. Once they merge, they utterly destroy them until the kids fuse to form Gotenks. Gotenks beats Aka but Aka is actually able to get back up from a SS Gotenks blow which is pretty impressive. So Aka is likely quite a bit above Frieza.
Also the Kais don't join the fight at all, they just eat and watch with Mark, which is pretty funny.
Also also, the special seemingly canonizes Gregory.

They aren't Friezas, it took them decades.
Only Freezas and Saiyans gain exponential, plot-breaking power in a matter of months.

I wonder how many times I'm going to have to tell people that, yes, Dragon Ball is a KIDS SHOW, and was ALWAYS a kids show.
The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!No one's going to say that.
But even if they did, it a kid's show where a main character killed innocent people for laughs, a show where at least three people were blown up, gored, or otherwise mutilated in practically the same arc, a show that probably challenges most religions to a T, with a spirit world that bad guys can enter, get 3 square meals and a cot. And let's not forget Majin Buu essentially enacting the rapture, just, without the whole "the worthy shall be sent to Heaven" part.
I had a relative who said Dragonball Z was "witch craft" when they saw us playing Tenkaichi 3. Admittedly, he doesn't show up to family brunch anymore, but nevertheless, Dragonball/Z is a disturbing, violent show when it wants to be,
