A similar situation came up in Gargoyles, an old Saturday morning cartoon that was anything but. The main characters, a race of gargoyles, were questioned about their names, where they calmly replied that they had none, they only took on names to better interact with humans.
Anyway, Kais work similarly, I'd guess. Their society is so vague we never get much detail on it, but West Kai has girlish traits, so wa-la, we have gender. The SK's only appeared in flashbacks in the anime and barely spoke, so maybe they don't have gender, that's just the way the dubbing made it seem because of their voice-actors.
SKOT, however, she's an enigma, literally. We've no idea how or when she came to be in the Time Nest, she's just there. She never refers to any of the other Kais, and BOG seems to have overruled the previous Kai-Supreme Kai pantheon with Beerus and Whis (it's a bloody cycle really, since Supreme Kai did that to King Kai, and King Kai did that to Kami).
I guess she's a girl because it's cuter for the audience that way. Rule Of Cute.
It might even be a notch for DBZ on the Bechdel test, with a temperamental goddess in charge of time and space, thesibly the most important job in existence, even moreso than King Yemma or Supreme Kai's.

How much time exactly has passed since:
- Buu was defeated;
- Tarble, Abo, and Cado showed up;
- Beerus woke up;
- And frieza returned to wreck shit?
Because if it's only been a little bit of time, that might explain their lack of changing.
Hell, Gohan's change from the original Saiyan saga to before he became Super Saiyan in the Cell saga wasn't that noticeable was it? At least outside of the muscle increase.
One Strip! One Strip!Speaking of Abo and Kado, they were supposedly as strong as the Ginyus to begin with. Which would put them above Dodoria and Zarbon.
I'm assuming they weren't that strong back during the days of Frieza's original reign.
It's possible for other characters to take a few levels given enough time.

IIRC they started as strong as the Ginyus, then became as strong as first-form Frieza by the time of the special.
Further complicating matters is the only official strength level given for any of the Ginyus is the Captain at 120k. We know Guldo was far weaker than the rest, and the other three were all around the same power. Semi-official sources put Guldo at 18k and the rest at around 60k.

I'm honestly surprised they haven't introduced any original protagonists. It would be the easiest way to dump the characters they don't think are popular - just bring in new fighters who might sell more!
But I guess the nostalgic appeal is too much.
