It is entirely useless. It was a cool gimmick with intense flaws that Goku identified in the 23rd Tenkaichi Budokai, the same arc where it was introduced. It was never used again outside filler, because it's a terrible technique.
The best that can be said for the Multi-Form technique is that it allowed Tien to be a Puzzle Boss for a brief period of his character history after his ability to be a straightforward physical challenge had already been obsoleted.

I mean, it allows you to do multiple chores at once! And train by sparring with yourself! And also, if you've got multiple opponents that you need defeated at the same time and you're powerful enough to do it after the power split, it's useful for that too.
It's got plenty of uses.
Fighting a stronger opponent is not one of them.

At best their human parts' max power is Krillin-level, and adding that to what their android parts have is pretty much the same as pouring out your average old bottle of water into an ocean.

In Dragon Ball a lone powerhouse will always be better than multiple weaker fighters even if their cumulative power level is equal to his. Multiform technique runs directly opposite to that logic making it probably the least effective technique in the series - I at least can't think of any other that would make someone easier to defeat for using it.
Yeah, unless you had a way to compensate for the power loss, or were so strong it didn't matter, multiform is useless.
I don't know. If it's possible for their human power to add on to their android power, even a tiny increase might be useful. Of course neither one cares to train, so it's a moot point. 17 is likely too lazy, and 18 is a woman who needs to stay home and protect the kids even though she's stronger, and I'm ashamed of myself for trying to defend that bullshit, but I desperately wanted to find a justification for it that wasn't needlessly sexist and fucking BULLSHIT!!!!!!!!! probably isn't interested in training either though she did at least learn the Kienzan.
So, anyone notice all we do is rip on the human characters for being worthless, and how all their techniques have no value whatsoever.
Whenever someone says hey, this thing is pretty cool someone else feels obligated to point out why said thing has absolutely no value and should be treated as shit.

If she doesn't want to fight, that's ok.
It's about her being pushed out of combat by her husband (though the writers make him do it) even though she's stronger than he is and ordered to protect the kids when it makes no damn sense.
Unless she flat out says she's not interested in fighting, I don't get it.

Dragon Ball has four prominent female characters: Bulma, Chi-Chi, Lunch, and Android 18. Bulma has always had much to contribute but was never a combatant, Chi-Chi's main contribution to combat was losing a fight to Goku and then birthing two sons, Lunch was a one-note gag character, and 18 floored Vegeta, breaking his arms in the process.
When the one and only prominent female combatant in the entire franchise - a cast of dozens of male fighters, mind you - is explicitly kicked out of a fight because she needs to Stay in the Kitchen while her significantly weaker husband competes in her place, that carries some pretty strong messages about the writer's opinion of women.
