Roshi, with a power level of 130, was worried about facing the Red Ribbon army, and thought Goku died when Commander Black shot him from behind by surprise.
Majin Buu has bullets go all the way through him when he slaughters the army and police of the Earth.
I don't think bullet resistance is entirely a power level thing. I think it might partly be a ki control thing, and partly a body resilience thing. And sometimes a gag manga thing.
Saiyans have freakishly thick skulls and skin.

Goku has always had pretty good ki control.
Like. In the Buu Saga, when they were going to the punch machine, Krillin scored 192 points, and Goku scored 186.
So either Krillin can punch things harder than Goku, or Goku just has better control.
Roshi's been shot by Launch before. But he was specifically worried about Goku being shot from behind and by surprise. So, I would say that humans with high power levels and good ki control can deflect bullets if they know it's coming and can boost themselves appropriately.
Hercule can have as high a power level as he wants, but if he can't control his ki then it would still be attached to his weak human body.

I feel like Goku was deliberately holding back as much as possible, and Krillin was subconsciously holding back a little less, because he didn't think he had as much *to* hold back.
Vegeta, of course, gave as few shits as possible.

I think Hercule is stronger than 10. I dunno by how much, but by enough.
I could put him at about 130. Pretty easily.
With Ox King though. He doesn't use ki attacks either, but he didn't even notice Goku's attacks when he first showed up. Ox King is stupidly strong in terms of physical power.
I could see him bisecting King Piccolo or maybe even Raditz or a Saibaman with that axe of his. If his heart condition wasn't bothering him that day.

Power level is ultimately a measure of ki.
Generally, having a higher power level means faster, stronger, more durable. But there's other factors. There are techniques and physical traits that also affect all those things.
When Hercule fought those muggers the first time, he moved faster than they could see. Same as Krillin and Roshi at the first tournament.
Having ki isn't the same as knowing how to use it. That has to be taught. Some people seem to learn it better than others.
It seems like punching things and wearing heavy shit can make you have more ki. Which can lead to you hitting things harder. For some reason.
Hercule's thing is that he doesn't know any techniques like the rest of the characters.
I think it's worth mentioning that when he was shot, he was caught by surprise and the manga was playing it for drama.
He gets bitch-slapped by Cell and Buu and lives.

Well, not necessarily, because the announcer said the last tournament was boring and other characters commented on it becoming a farce.
The announcer guy could just be comparing it to the 23rd, but I'd say it's likely that the tournament Satan won simply wasn't on the level of the three we see in the series.
Regarding this whole "Goku can tank bullets" thing:
Bullets (guns in general) have always been subject to Rule of Funny in this series (there's also Blue's men being skewered by spears, then reviving temporarily to report their own death). The only exception are the snipers who shot Buu's puppy.
Or we could handwave this by saying bullets are less deadly in the DB universe, it's your call
Don't forget Gohan deflecting a bunch of bullets with a single finger in BoG and Trunks asserting that neither the bullets nor Dogman's sword would hurt him. Yet Videl actually gets rather seriously injured (of course, I think Gohan redirected those bullets rather than blocked them because they wouldn't have been able to seriously hurt Videl or end up hitting Beerus like that otherwise).

But judging by what happens in Resurrection F, I'm just going with the fact that they can't be hurt by bullets when they're paying attention. Perhaps they're not so superhuman when they're caught off-guard.
After all, I still can't get over the fact that the Saiyans can probably move faster than the speed of sound, and yet Gohan couldn't catch an earring that Goku threw to him.

Frankly, Goku being able to sleep in Super Saiyan is almost more impressive.
Also. I would to remind everyone that according to the Frieza saga Goku needs to breath air, when in Dragon Ball he took some people to the moon. And also didn't turn ape for some reason.
