Anyway, all I'd really need to make Cell a 'hero' to the people is have him fight off invasions of people the Z fighters can't at present deal with.
I don't even need to have Good Feels Good affect him. He's Saiyan enough that the prospect of a good fight should entice him enough. I just have to emphasize the Saiyan in him and downplay the Freeza in him (which is the part of Cell that is an incredibly sore loser).

With Frieza's defeat, the mystery of who Goku is and where he came from gets closure, after all.
If you make Cell a 'hero', the funny thing is he wouldn't be that different to Goku and Vegeta. Heck, I feel like those 3 would actually work really well together.
That's why I enjoy Cell (especially Perfect Cell) as a villain. He's their Evil Counterpart. He's EVERYONE'S Evil Counterpart. And yet he still managed to get a bit of personality.

Cell could've been an awesome villain if he'd been a Spirited Competitor to the end, rather than the sore loser he wound up being.

Hell, the anime made it so that him becoming perfect caused worldwide disasters. Have him and Gohan fighting risk the planet's integrity, and have him not care in the least about it so long as he gets a fun fight. That's how you can make him still be evil, still be a villain who needs to be defeated, but not a sore loser so that he contrasts with the heroes, showing that despite having the selfishness that they do, they're still better than what they could be like.

Second, 18 is stronger that what level Vegeta was when they both fought.
Third, Super Saiyan God Super Saiyan Goku is stronger than 70% Beerus but we don't know by how much.
Fourth, there are multiple reasons why none of the movies really fit in the canon timeline except maybe Bojack Unbound and Wrath of the Dragon.

To be fair, about the only major villain who wasn't a sore loser in the series was Buu. Vegeta, Freeza, and Cell all tried to Rage Quit the second they got overpowered.

Which is why it would've been cooler if Cell hadn't. We'd already seen that. Several times.
Also, people, don't be dumb. It doesn't take much tweaking to make them fit the manga timeline. The thing is, They Just Didn't Care when they made the movies.

The Cell Games were a cool concept, but it's hard to understand why the worst case scenario of that wasn't Cell going, "And I win! Good game, everybody! Alright, break for three months to train, then WE FIGHT AGAIN! This is so much fun!"
He threatens that he's going to destroy the universe after winning the Cell Games, but he never had a compelling reason to destroy the universe, and none of his component DNA characters provide one. Instead of blowing up the universe, I think it would have made more sense for Cell - and also tied back into the Myth Arc - for him to muse on taking the reigns of Frieza's stranglehold on the universe, now abandoned to a power vacuum.

I mean, at some point he has to notice someone on the same level or superior to Dabura running around the universe looking for a non-fake Namek.
Given that Cell could kill both the Supreme Kai and Kibito, likely with his hands tied behind his back, I don't doubt they'd help him find New Namek.

Piccolo asks Shin if he's the Grand Kai, only for Kibito, without missing a beat, to correct him, causing Piccolo to have an even bigger Oh, Crap! than before.
This also implies Grand Kai is stronger than Super Namek Piccolo I guess.

It's hard to gauge how the Kais match up to Super Namek Piccolo. It's unclear how much of Piccolo's forfeiture was intimidation and how much was respect.
Like, if a guy entered a UFC tournament and was matched up against the Pope, there are plenty of people who could totally kick the Pope's ass in a fistfight, but would still withdraw because holy shit, I'm not going to beat up the goddamn Pope.
As a Super Namek, Piccolo has merged with God. He knows exactly what station a Kaioshin holds and has the presence of mind to respect that station.

There's actually a fair chance to make Cell actually join the heroes with less... problematic baggage than, say, Vegeta. After all, Cell killed, what, ~600,000 people, I think?
Hardly a drop in the bucket next to the billions Vegeta has slaughtered.
