Kienzan is nowhere near as overpowered as people seem to think it is. Yeah, it's a one hit kill on an enemy that can't survive being sliced in half, sure, but it's slow and noisy.
Freeza, who is unable to sense energy, was able to dodge it when it was launched from behind. He'd be able to dodge it if he'd been blinded. And chances are that, had Krillin stopped to use Kienzan when he blinded Freeza in those rocks he led Freeza into, Freeza would've killed him on the spot, blind or not.

It's a technique, and techniques can be improved.

If Krillin had been interested in improving it, I truly think it could have happened but he (or I should say, Toriyama) wasn't.
Maybe there is a way to improve the speed, or cut down the noise or something.
I admit, I have no proof for this, but I still like to think that.

I dunno if I've mentioned it here, but I think the reason that Goku is a better Grandpa to Pan than he was a dad to Gohan is that he didn't really understand what a dad was. He just knew that he loved Chi Chi and Gohan. But he does know what a grandpa is, because Grandpa Gohan raised him.

Like I said: we don't know if it can be improved or not, so we can't use that as a basis for evaluating the technique. The concept has potential, but the current technique falls short.
