I think it's just redundant phrasing. Goku was still at the stage in his career where he announced the Kaioken, as opposed to passively using it. Between chapters 228 and 229, Goku goes from glowing red aura back to Base appearance during a calm moment. Shortly after, Vegeta starts wrecking his shit again, and Goku triggers the Kaioken x2; but his appearance implies he wasn't using Kaioken prior to that.
So it's just a different way of saying Kaioken. When he calls x2, he's just turning the Kaioken back on, after having shut it down - presumably to conserve stamina, given the damage it does to his body - while Vegeta was showing off by blowing away the clouds with his aura.
This isn't the last time he does something like that; on Namek, a point is made about Goku flaring up his battle power during exchanges and then reducing it at pauses in the action. He likes to only use his full power in split-second bursts, which is one of the ways Goku applies his experience and mental discipline to accomplish more with less.

The Ginyu Force made a point of repeatedly stating that Goku's power level was so low and yet he was absolutely wrecking their shit. It's interesting to note that the bursts of power were so fast that not only did the scouters not register them but Krillin and Gohan couldn't feel them either.

He's at the very least a quite capable tactician, ferreting out the weaknesses of Tien's duplication ability after just seeing it one, among other things. I don't think he's unintelligent, but a combination of his Saiyan genes and his upbringing make him a bit... off in normal society.
Goku is grossly uneducated, socially incompetent, lacks critical thinking skills, makes consistently terrible and often selfish choices, and is an utterly brilliant fighting savant. He and fighting just click. He analyzes and understands the moves and abilities of others almost instantly, effortlessly teaches himself attacks that are supposed to take years or even decades to master, and grows at an absolutely phenomenal rate that far outstrips everyone around him.
Vegeta also shares these traits. It's a Saiyan thing.
Between the two, Goku's advantage is that he grew up constantly being challenged from new directions and had to learn to think around his foes. Vegeta grew up being the Top Shit, comfortable in the fact that he's the almighty Vegeta; all he had to learn was to smash people in the face with as much brute force as possible.

I know Goku would've probably stayed in the mountains thus never having kids or getting much stronger but really what else? I think Goku would've ended up going with Raditz and then most likely getting killed because he was weak as shit.
Feels kinda funny to say Goku's weak as shit. I mean he was but when one typically thinks of Goku, one thinks of him kicking everyone's ass.

What started out as a pleasant afternoon of drugs and surgery has not gone as planned.It's very likely that the Red Ribbon Army would've run into Goku at some point, and while it's likely that they could just kill him, at the stage of the game he would've run into them, Goku would be very easily fooled into joining the Red Ribbon Army.
Then a tall Commander Red would've conquered the world.

Even if he wasn't, he wouldn't be a match for General Blue or any of the forces they had in Muscle Tower.
Goku might have given the RRA some trouble in this scenario, but they would be able to overpower him even without paying off Tao Pai Pai.

The Nappa fight was a bit tedious, since every chapter seemed to end with him No Selling the heroes' attacks, but the Vegeta fight was pretty cool. I liked that Krillin, Gohan, and even Yajirobe all made major contributions.
I've heard that this was originally yet another planned ending for the series, and Vegeta was going to die when Great Ape Gohan squished him. I can sort of see this; note King Kai doesn't mention Vegeta and Nappa have a boss until after the fight is over.
