If Goku died, and killed Cell with him, that would really screw up the "Gohan's going to be my successor" thing. It would be more like "Gohan, you're in charge now, because I was stupid and got myself killed." Not the best way to pass the torch. Gohan himself says he's glad Cell came back, so he could fully avenge Goku.
The reason Cell became stronger was the same reason why he decided to kill Vegeta. They needed a way for Gohan to possibly lose. It would have ended in a complete anticlimax otherwise.

The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!King Cold isn't a big player. Despite being in charge, Freeza is stronger and more well known than him so he leaves things to his son.
I think he was mostly introduced to give a good reason to having Freeza getting saved and restored. You could easily say "oh but Freeza's goons could have done that" but introducing Cold wasn't any harder than just having Freeza's men do that. The story doesn't really lose anything for having him, he's a tertiary character.
Cell knew. He just hadn't expected it. And it's not his regeneration that made him stronger, but his Saiyan cells. He got a zenkai.
I always saw remembering his perfect form as just being able to take the shape of it. I mean he's rebuilding his body from scratch, and having become perfect before, his body knows the shape of it and can build that body.
Nothing in the plot would have changed... but the tone would be drastically different. Cell needed to return from that so that he could be dealt with properly, to give the arc and Gohan's conflict closure. Ending it with his explosion would be depressing.
Furthermore, the reason for his power up was to add some tension back to the climax - Cell hadn't put up any fight against Gohan at all, and the self-destruction is resolved too quickly to be the climax of the fight. With the power up and Gohan's injury, Gohan has to struggle in order to win. It's a more satisfying conclusion.
If I recall, the real thing that didn't make sense was that Cell even had to fight Gohan and all because he shouldn't have been able to regenerate from Goku's "Warp Kamehamha", because he destroyed the organ that allows him to regenerate in his head.
Or am I misremembering something?

This is a little weird, and I found it a plothole but some disagree. I've seen it argued that there isn't a contradiction - Cell is shown to be capable of regenerating his upper body first, and his nucleus is brought up to explain why he regenerate even more than that ie he only needs to rely on the nucleus for something as extreme as coming back from his self destruction.
For me I think that would need to actually be clarified when he talks about the nucleus, so it's a plothole to me. I still go with that as my explanation for it, though - he can regenerate without the nucleus, including regenerating the actual nucleus, but that uses up a significant amount of energy and needs a decent chunk of himself left over to do it.

I like the costume designs. There are some neat references in there, like the Goku-esque character having part of this costume

Which would arguably have been even worse.
I find it amusing that despite having plenty of artistic license to come back strong enough to have a good fight with Super Saiyan 2 Gohan as a result of the zenkai, Super Perfect Cell is still so comparatively pathetic that Gohan needed a massive nerf to make him challenging.
So, instead of a climax, we got a Beam Struggle in which Gohan still needed Goku to take him by the hand and do all his strategizing while Vegeta creates the opening Gohan needs to deliver the finishing blow. Even in the scene where Gohan was meant to pick up the torch, Goku and Vegeta still had to save the day; Gohan was just the weapon they used to do it.
Really sets the stage for Gohan's subsequent failure to fill Goku's shoes in the Buu arc if you think about it.
