That's fantastically wrong.
I mean, just from the start of it alone, Goku as a Super Saiyan 2 dwarfed Cell but had to go to Super Saiyan 3 to even match Pure Buu, which means the latter is at least 8x stronger than Cell.
A mere 1.28x increase from Cell is child's play.

My various fanfics.Something more Dragon Ball than Z. The silly adventures of a titanically powerful child and gaggle of supporting characters. Nothing that trumps Majin Buu in power and would require either a) Pan to suddenly become more powerful than Goku and Vegeta or b) Goku and Vegeta to take back the spotlight from her. That's not to say she can't have villains to fight, but that they should be appropriately challenging for her rather than for Goku.
By the time Goku is training Uub, the power gap between Goku and Vegeta and all the other characters is just too great to give anyone else the spotlight while still trying to increase rather than decrease the villain's overall threat capability. You don't need to trump the God-Killing Abomination and still expect someone other than those two to handle it.

And if they actually stuck to the 'nerfing Goku' idea. I like the idea of Kid Goku. I even like the idea of them going around the universe for another Dragon Ball hunt. Baby is also a neat idea for a villain, although it would be better if he could only take over one person at a time.
But GT was just poorly made and poorly thought out. In every aspect.
The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!I'd have had the bad guy trap Goku in some kinda alternate reality, or in a trinket for the bad guy to wear like a douche. And then...I dunno, destroy the dragon balls or something. Something that removes Goku from the "game", more or less.

At best he can go Super Saiyan and he has to practice his body to handle Super Saiyan 2.
Also I'd like for Goten to be included with Trunks and Pan.

I dunno, I always felt like Kid Goku was kinda hokey. But you can't just leave Goku as he is, because he's the strongest guy, by leaps and bounds. Ergo, douchey villain with douchey magic trinket.
Maybe Goten, Trunks, Pan, and Uub are on the bad guy's world, trying to find some crazy artifact they need to defeat him, since they can't just laser him because...uh...reasons. I dunno, just spit-ballin'.

Like in DBZ. Goku is unavailable for some reason, and the last 'fight' becomes a mad dash to get in contact with him so he can come fix the issue.
The best way to challenge the heroes at that point is magic. Babidi was a gajillion times weaker than the heroes, but he was a legitimate threat because he had magic, which they couldn't do shit against.

Hell, Majin Gohan would be an Instant Game Over, since GT Goku should still be weaker than Gohan, and Gohan is nowhere near close to Vegeta's level of willpower to shake off possession.

Because I recall being skeptical when Goku claimed it, and assuming that Goku felt Rilldo was stronger than Buu because his being reverted to a child threw off his perception of power levels, including his own.
Well I wouldn't include any of the new movie stuff so Goku's power wouldn't be an obstacle.
I wouldn't jump straight to Pan, though. First I'd put the focus on Gohan, Mr. Boo, Goten and Trunks - developing the latter two as individuals. Meanwhile Pan and Oob would continue to be trained and be involved in a role similar to Saiyan/Namek arc Gohan - not yet among the strongest, but showing promise. Eventually the focus would then shift to Pan and Oob.
Or maybe Mr. Boo would absorb Oob to get his full power back. He's way more interesting.
@Vegeta's abridged quote - the entire joke rests on Vegeta's ignorance on the events that happened. Not a good example to follow.
That makes no sense. Ki sensing does not work that way.
Rilld is plainly said to be stronger than Boo. He is able to pressure "base" Gohan, who is said to have gotten stronger from the Boo arc because he didn't neglect his training. And despite his ability to turn Super Saiyan, he still has the Ultimate features in base.
So yeah Rilld is way stronger than Boo.
