So. I feel like I'm going to hate myself for asking, and I know we talked about this before, but are we sure that being an "Elite" Saiyan is strictly about power level? Because I could have sworn in that full-color manga thing Nappa talks about his "Noble" blood.
Nobility has always had sort of a thing where. I mean, Merchants that make a lot of wealth and try to pass themselves off in Noble circles aren't welcomed.
Even in ostensible meritocracies there's concepts like "old money" and "new money".
And I also could have sworn there was a thing about the Saiyans and having tribes.
Vegeta was next in line when he was weaker than his dad, and he didn't immediately take over when he became stronger than his dad.

The low-class/mid-class/elite hierarchy isn't the same thing as royalty though. I would assume you need to be an elite to be King, but being the strongest doesn't automatically cause the title to be handed over.
