I don't think it's a bad thing that Cell keeps changing his mind. I think it is part of his character. Like you said, Cell wants to become perfect because that's what he was programmed to do. But, then he achieves his goal. Now, he's trying to figure out what to do next. So, he starts acting on his own whims like start a tournament, end a tournament, fight Goku, etc. But they all come back to his programming and his origins.
I think the questions become who is Cell when he has to make up his own goals. Even the Cell Games is just Cell trying to figure out how strong he is now that he's perfect.
I think that's why Cell could easily mesh into the group. He's like Piccolo after the Saiyan Saga. He's still a bad guy, but is original goal (for Piccolo it was kill Goku and for Cell it was become perfect) are finished so...what now?
Super Saiyan 3 Caulifla fanart from the web:
I would've preferred this to some of the filler. Give SSJ 3 a "big reveal"
Though I think peoole disliked how she was a punk who kept winning the savant lottery, and having her unlock Super Saiyan 3 would make Goku seem lesser since it took him two lifetimes to achieve it.
I still think she has the best reason to have it. It's a key to power but its unwise to use. Caulifla was constantly trying to grow and Level 3 is the next step. We already got to see Level 1 Bulked Out with Trunks. This would've stood out more.

It'd be nice for a future appearance, but honestly I kinda liked how Goku was all "Yeah these god forms are nice but this is the next stage you should be focusing on."
Her getting in like 2 minutes later would undermine that moment. Goku's was getting his moment to be a mentor, he was just setting up to get punked.
#IceBearForPresidentIf Cell won he'd probably regret wiping out the Z Fighters and the Earth once he realizes there aren't really anyone in the universe that can give him that good a fight outside of Buu (who if he isn't reawakened from the Earth-Shattering Kaboom would be floating in an asteroid belt), Dabura (who's boss' power lets him mind control people with more effectiveness depending on how evil they are) and Beerus (who would crush him like a gnat and who's attendant is even stronger but can't get too involved)
Not too handily. He was very unamused having to fight Mr Satan and found him Not Worth Killing

And Cell is like Vegeta or Freeza. They’d like a good fight but only one that they handily win.
Forever liveblogging the AvengersEpisode 11 of Daima: The crew realize they will need someone who speaks Namekian to make their wish, just like on Namek. They then realize that none of them speak Namekian. Except Bulma was taught Namekian by Popo, and Popo (I assume) learned it from Kami, who has since fused with Piccolo, so he can speak Namekian. Heck, Nail can speak Namekian, and Nail is also fused with Piccolo. So, yes, you guys can definitely make a wish in Namekian.
...functioning.
Only enough to work the ship, which was a one time deal.
Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice.Daima gave us the revelation that Bibidi didn't make Buu, that old witch did. I've been thinking about that, and I'd like Bibidi to have contributed something to Buu. But the witch made two more Majins, and she used special materials to make them, and I think some sorta obscure interview or something had Toriyama saying that Bibidi found some primordial evil to make Buu. So now I'm picturing Bibidi finding this ancient primordial evil, taking some o fit and demanding the old witch use it to make a Majin.
He could've been like Arinsu and directed the process, dictated what he wanted, and provided ingredients, while not actually having done legwork of Frankensteining himself.
Assuming we're spoilering because of the English dub - I haven't been following it so far (I'll take a look at it after its done) so I don't know where it's up to yet.

So dub watchers have seen Vegeta go Super Saiyan 3 then? That's cool.
But it saddens me that we'll never see Super Saiyan Pan at all now.
One Strip! One Strip!Yeah, this was the first time they mentioned that Bibidi was lying
Would certainly explain how he couldn't control in any way something he supposedly deliberately created except by redirecting it or why he didn't try and create something else like Buu to protect him from his other creation, in Daima Marba's creation of Buu seems to have been an overtuned fluke she isn't able to replicate in terms of power and destructiveness (Kuu and Duu are much weaker but less unhinged and psychotic by miles)

He/His/Him. No matter who you are, always Be Yourself. And on a different shower thought: if Broly had been rescued in the Heian Era the Saiyan Saga would we have been as strong as he was.
He was able to push Vegeta back but the gimmick was that he was learning to utilize his power throughout. Plus it seemed like he was adapting to how Vegeta and Goku fought. Remember how he only did God Bind after Goku did it.
Maybe if Broly is a 5 and you're a 10 he only adapts to 10.

He did use some ambiguous wording. If it's just a power level thing then yeah, Goku and Vegeta would definitely still be the top dogs of the 5 by their fighting experience.
It could also be a case of say, "Beast Gohan is vastly stronger, but Goku's martial art skill lets him close the gap".

In Daima, specifically Episode 10, we learn about a guy called Rymus left the Demon Realm and created a bunch of universe. I don't know how this ties in to Omniking Zeno who rules everything. If the answer come sup in later episode that's great, I just want to know whether it gets clarified in a later episode.
