Found this sorta parody video of a dude acting as a consultant to Frieza about how to kill Goku.
I gotta say, the put a virus in his food plan in its base form is the best one, but this guy gets Frieza enough to understand why that wouldn't happen. That being said, he's miscounting one other thing Goku has: insane luck. Something, I don't know what it is, but something would happen that would prevent Goku from eating that food.

Each power up was distinctive and intrinsically better than the last.
Well ok, I guess he did stack Super Saiyan and Super Saiyan God to create Blue, but then he rendered both pointless with Ultra Instinct in both its forms.
Of course, now that Toriyama is gone, it's hard to say what will happen next.

Goku should be able to use it in super saiyan form because perfect dodge shouldn’t help if he’s dozens of times weaker and slower than his opponent but no I guess ultra instinct is basically super saiyan blanco and gives him a massive power boost

It was probably easier to just make it a power up that was even better than anything else.
One Strip! One Strip!The way Whis explains it in the Granolah arc is that Ultra Instinct shouldn't be a transformation - it isn't for the angels, who are constantly in that state, and it isn't for Beerus either, who hasn't even mastered it.
Goku should be able to use Ultra Instinct in his normal form, but that's harder for him to do than the transformation.
They haven't really explained what the transformation is, but it's something secondary that accompanies Ultra Instinct and appears to make Goku much stronger in addition to keeping his mind clear to enable him to maintain Ultra Instinct.
Then, when he and Vegeta arrive on Planet Cereal and are attacked by Granolah, Goku does use Ultra Instinct in his base form to dodge Granolah's ki blasts while Vegeta uses Super Saiyan - but he ends up getting hit because he's not yet as skilled with it.
Then when he fights Granolah, he starts out using Super Saiyan God, and then he starts using Ultra Instinct again while in Super Saiyan God and Vegeta notes his Ultra Instinct is more accurate when combined with a Super Saiyan form. When God proves not to be enough, he goes Blue, and then he combines Blue with UI.
Ultimately, this still proves to be far less complete than the silver-haired form, where using it makes Granolah completely unable to see his weak points.
The ideal state would be for Goku to learn how to use UI without the silver-haired form, but he's just not there yet.
So what the hell is the silver-haired form? It's not Ultra Instinct itself, but it is connected to it. It seems to be something like a crutch, assisting Goku in emptying his mind and increasing his power but draining his stamina a lot.
I remember when Ultra Instinct (the form) first debuted and some people expressed disappointment/confusion with it being a transformation rather than a technique, someone came up with an interesting explanation: it's a transformation for Saiyans specifically (or rather, it causes a transformation in them) because that's an inherent part of what Saiyans do - transform to get stronger. Since transforming is what Saiyans "do", and Ultra Instinct causes a body to act without thought, Ultra Instinct makes Saiyans transform into the silver-haired form. Kind of an interesting way to look at Saiyan transformations.
I like the sound of that actually.

I'm pretty sure that Cell would have grabbed on to anything after the Cell games that gave him something concrete to do with his new power. He's basically a dog that actually caught the car.
I feel like Cell could have easily joined the gang. He's affable and friendly when he isn't killing people. It's also not like the group is new to inviting killers. They already accepted Vegeta and Piccolo.

I see it as all of Cell's "influences" piling on. He wants to destroy and cause fear because... That's what he was built for, and its what Frieza is all about. He loves his fight with Goku, because Goku loves a good fight. He feels offended when Goku steps aside and has Gohan fight him because that's what Vegeta would feel if Goku stepped down from a fight with him like that. And he loses his shit when Gohan shows to be superior in every way because that's what several of his influences would do.
Besides, the question about Cell's goals are asked TO him and he answers them. When Piccolo asks why he needs to be perfect when he was already the strongest left alive in the future, Cell points out it was what he was created to do. And when Trunks asks why he's having his tournament, its part of the "game" of causing fear in people.
I honestly don't see how Cell acts and what he wants changing as contradictory. I see it as him just... changing his mind. Why can't he? Why does a villain's motivations NEED to be fully formed from the word go and never changing? Especially when the villain actually meets some of those goals.
