Could just mean that their bodies are born with cells knowing the maximum length of each hair based on the locations of the roots. So Nappa wasn't born with a mustache, but his body knew exactly how his mustache would look when he got older.
This would probably also mean that Saiyan hair is still a living part of the body... which would actually make sense since it transforms with the rest of the body when going Super or Oozaru.
