Look, bottom line is Frieza is now one of the top five strongest fighters in the entire universe now, only being rivaled by Vegeta and Goku after their training with Whis, and only surpassed by Beerus and Whis. Really, if you sent Super Saiyan 3 Vegito against him, Vegito would most likely be dead in a ditch after 5 minutes.

Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!I could totally buy Freeza's power skyrocketing if he trained. He's got power to match a Super Saiyan who's trained like a madman for somewhere around 25 or so years naturally. Quick power growth is nothing new in the DBZ universe.

At the power levels of the Cell and Buu Saga, just training isn't good enough anymore; characters need powerful training implements like the Gravity Chamber, the Room of Spirit and Time, the Afterlife training implements, etc. Just punching each other under ordinary circumstances isn't good enough.
And unless Toriyama is planning on retconning the entire afterlife system, the obvious answer of Hell isn't a place Frieza could have trained, because any time Frieza spent in the afterlife was spent as a powerless spirit wisp waiting to have his soul judged, condemned, and reincarnated. Your power level dies with your body unless you're one of the rare and lucky few allowed to take their body with them into the afterlife, and Frieza most decidedly is not.
Frieza would need to be sponsored by some incredibly powerful godlike being both to keep his body and to receive the kind of training needed just to make him relevant to Cell and Buu Saga protagonists, let alone post-Battle of Gods, and even if he was, then he would now be The Dragon to this entity, not the villain in his own right.
And what we know of the plot of Return of F is very decisively not, "Frieza is a really powerful minion to a powerful god being."

My point is that there is no Training from Hell available for Frieza, not even literal Hell - and even if there were, no amount of Training from Hell could ever get him to God Goku's level. The power gap is too extreme.

Sure, the movie can make Freeza as powerful as they want but that doesn't make it well-written or believable in universe. And an insane power level isn't enough to take Freeza seriously.
Here's my 2 cents and a bag of chips:
Frieza is a popular character despite not being the main or strongest villain in over 20 years. He's to the main canon that Broly is to the movies. With that in mind, Toei and Toriyama must have thought on capitalizing on this with the upcoming movie.
As for how he could have gotten stronger, I would have said Hell training, but as stated before, that's not physically possible with wispy spirits. Now, how do you think this is possible? Then, it hit me. Freiza's a mutant who was born abnormally strong. His family is naturally abnormally strong, and their odd transformations are used to supress their powers rather than power up, as their final forms are their birth form. If Frieza's 100% form is any indication, his family could be able to go beyond their already high limits, but it still needed work as that form was bulky and obviously stressing to the body.
While Frieza couldn't physically train in Hell, maybe he could have contemplated on how to improve the 100% power boost and maybe even beyond. It's a good 2 decades in Hell to plan something.
Another theory, something I don't think would happen but it's just a thought, but maybe Sorbet and Tagoma wished Frieza back YEARS ago (let's say sometime between the Cell Saga and the Buu Saga) and Frieza was secretly training and making a new army, probably figuring out a way to gain god-like power through an unknown super form.
Since his final form (true base form) is over 1,000,000 (3,000,000 at 100%), training in secrecy for over a decade and improving a new transformation, overcoming god ki and finding more powerful people for his army could make him an unstoppable force to be reckoned with, just like he was before.
That's just my thoughts.

Freeza's second form was 1,000,000, dood. And even that wasn't that form's full power, IIRC, he pulled more power outta his butt when he was fighting Piccolo, before going into his third form.

Seriously, there's a lot they could have done with Frieza and his clan, but just didn't. The only other race that rivaled Saiyans and Frieza's race is Pikkon's and he's not canon.
I actually figure that there were plenty of races with the potential to be as powerful (or more powerful then) the Kais, but a certain Bubblegum man went and fucked things up by fucking them all up.
Hell, we know that the Nameks were nearly wiped out at one point; for all we know, before Guru revived them, they were really up there in the power scale through Fusion and the like.

Pikon's beastly strength likely is a result of training in the after life, same as Olibu, who from what I can tell, is completely human.
They'd be incredible forces for good if they weren't already dead, though I'm guess that if things get bad, they have the Baba option.

One Strip!Freeza actually went up to 120,000,000 at 100% because the scaling of the Freeza arc is totally out of whack, but that doesn't really do anything to justify him reaching God level. Even 120,000,000 is completely pathetic before Battle of Gods introduced Godly ki and all that crap.
The problem is that Freeza was already stretching things as it was, because the Ginyu Force were already absurdly strong, super rare mutants. Freeza didn't really have a deeper reason for being literally 1000 times stronger than them, just saying that absurd level is just the tip of the iceberg is not a good justification at all.
Also, I doubt the wish will have taken place a decade ago. Even if it did, a decade isn't nearly enough to justify making Freeza reach God level.
The Saiyan race, the ones with the whole potential to surpass Freeza, couldn't do that. It sort of fucks up just about everything if the Saiyan race never actually had the potential to threaten Freeza and he just needed to stop being a lazy bum and do some sit ups to become Beerus-tier.
Also, plenty of races rivalled the Saiyans: Cui's, Dodoria's, Zarbon's, each of the Ginyu Forces', Dabra's, Kaio's, Kibito's, Kaioshin's, humans, Namekians, etc.

Now on the topic of Xenoverse, the latest trailer confirms the Saiyaman Duo and that the Villainous bad guys and z-fighters are their own characters, which adds more characters to the roster, which also means there are indeed more than 47 characters, more than 50 even!
My predictions were correct and this game is gonna be epic!

Considering the fact that Goku was still weaker than Frieza in his base form, and would still need at least the Kaio-ken to beat him, if Frieza gained a God transformation on par with Super Saiyan God, I could easily see him rivaling even Beerus in power.

Apparently a recent review stated that the story mode of Xenoverse is 15 hours long and if you're a completionist for all item drops, the game is 100 hours long!!! That's MUCH longer than was previously stated and that's not including multiplayer replayability. What is in this game that we don't know!?
