In fairness, Buu's magic was successful at reducing Vegetto to candy, despite the power discrepancy between the two.
He just happened to be the most powerful candy in the universe.

Currently side-by-side liveblogging Digimon Adventure, sub vs dub.And while being absorbed by Super Buu was part of a somewhat stupid plan to rescue Piccolo and their kids, Vegetto had no reason to deliberately let the Chocolate Beam to work on him, so one can't really go, "Well, it only worked because he allowed himself to be turned to chocolate."
Shenron's magic explicitly requires him to be stronger than his target or else the target must allow the magic to work on him, demonstrating that magic in the series can be resisted simply by being stronger than it. Goku actually demonstrates this when he refuses Shenron's attempt to bring him to Earth shortly after Namek's destruction. Majin Vegeta, likewise, had to allow Babidi to place the mark on him; it's implied that Vegeta could have resisted it if he so desired, and he actually does resist specific effects of the magic that he doesn't want, namely the mind control.
Chocolate Beam, however, seems to be able to ignore that restriction.

No, there's also the manga. I don't need to accept whatever crap Toriyama spews lately. No where in the manga is anything said about him existing before Babidi created him. Toriyama's recent comments have been just plain wrong in some cases, so there's no need to treat them like gospel.

Nah man I wouldn't buy that, that's a terrible roster, not nearly enough characters! No, really though, the only big oversight is Yajirobe, with the only other named fighters I notice missing being Giran, Cymbal, Staff Officer Black, Ledgic and Cardinal Mutchy Mutchy. I doubt most would have a problem with that roster, other than wet-blankets whose main problem with it would be that it's "unrealistic"

I'd work with the races though, remove Kaio Ken from the Androids and Changelings, and replace them with perks in the former case, and interim two transformations in the latter. Also, I'd give a choice between Super Saiyan forms or Oozaru for Saiyans, or infinite-power or energy-absorbing for Androids.

I don't know why you'd get the idea that magic trumps any powerlevel regardless of how high it is.
Buu's own magic didn't do jack shit to prevent Vegetto from utterly whooping his ass, after all. And yes, Buu is capable of magic. It's how he transforms stuff into other stuff.
