Super Kamehameha I think is just a huge Kamehameha in this game. It's probably just different characters, SS4 Goku might have a completely different move for his Ultimate.
What's even more baffling is how Light Grenade is a Super while Makankosappo and Hellzone Grenade are Ultimates.

While it's Blue, in Final Bout, it's almost certainly not the one I'm talking about. For starters, it's only one Kamehameha while the one I'm talking about is started by Goku charging one in each hand and then combining them into one.
The 'variety' of the Kamekameha is achieved by just not charging your normal Kamehameha, though...
Also, Turtle Turtle..? Sounds silly.

x5 How is that baffling? Have you forgotten that the Raging Blast games and Ultimate Tenkaichi were the only ones that made the Light Grenade Piccolo's Ultimate? Hell, this is how it was in every Budokai game and every Budokai Tenkaichi game.

Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!It's baffling because both attacks are weaker than the Light Grenade. It doesn't matter what previous games did, it's just consistently wrong.
At least in previous Budokai games Ultimates were cutscene, so it made scene for Hellzone Grenade to be an Ultimate over it as it was more cinematic. Now that DIMPS are using real time Ultimates they should've swapped their positions.

Like Final Flash, Light Grenade appeared once and looked cool yet accomplished dick all. The same can technically be said for Hellzone Grenade but, like Saiga pointed out, it's more cinematic.
Makankosappo may be weaker than both of those, but it accomplished more when it was relevant; killing Raditz and Goku simultaneously was, at the time, a huge deal. So there is some sense in making it an Ultimate...sort of?
I don't know, I'm just grasping at straws here.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.I only have the manga to go by, and I stopped midway through the Buu/Boo/Boobuu saga, because I got distracted, but, until the Cell saga at least, yep, he only did use Final Furash a grand total of once.
You know, hats tipped to the anime directors/screen writers. The real Final Flash came and went like a fart, but they apparently managed to drag it out into an entire episode.
"Curry killed the pussy hoping that I could kill the hate in you" - Curry, D. "TABOO | TA13OO." TA13OO, PH, 2018IIRC, he used it in the anime against a Cell Jr. and also later on against Goku. Both instances were insanely weak compared to the original, the former not being able to dispatch a Cell Jr. even though it'd obliterated part of Cell's body earlier and the latter clashing with a Kamehameha (that was yellow for some reason, IIRC).
