Power Levels are kind of unavoidable in these types of series, so it's kind of inevitable they'll pop up.
But yea, its more the power ups than anything else; The Hero(and his rival) will always get the bestest of power ups because they're special and the rest of the supporting cast are not.
So yea, it's not humanity's fault that the superpowered aliens have extremely good genes, shit happens.

As an aside, this is particularly funny when the guy doing all the calculations is doing so with a lot of made up figures and using inconsistent art to do it.
It's not that the numbers are confusing, it's that they become meaningless as a measure of how powerful the characters are because the characters do not have one consistent amount of power. As seen when Piccolo's Makankosappo (I can never remember if it only has one P or two, which is the least of my worries spelling that one) was roughly four times higher than Piccolo's own powerlevel.

It's why Piccolo's Special Beam Cannon had its own power reading, it just measures how much ki is being released in any given area at that point in time.

It's not like they randomly change power on the fly like a lot of people think they do - closest to doing that is Gohan, with his rage, which he can't control.
The funniest thing about the abridged line is that the joke is that Vegeta doesn't know what he's talking about when he claims that.
Then explain how the Kamehameha and the Special Beam Cannon had their own, separate readings, explain how the reading goes to practically zero when you suppress your ki, and explain how powering up can make it go higher.

Are we talking in-story or out-story?
'Cause, if we're going purely from an out of story perspective, then it's a different thing. See, in-story, they're practically useless, but outside of it, it's different, simply because we have a perspective that the in-universe characters don't.
I'm a fanfic writer, and that kind of thing is actually really useful for me when I'm writing, by giving me an estimate of how any given character compares to any other character.

Anyway, I think the most important thing about Power Levels is that only the Power Levels of the Saiyans and the Villains are important.
The Sayains are the heroes and the villains are the villains.
So only the heroes and the villains are important. How high a character's P. Level will determine whether an actual fight happens.
