Much like with Gohan, the art itself doesn't really match what we see. Unless both Chichi and Bulma are supposed to be really, really short.
To put it in perspective... their physiques wouldn't be out of place in Slam Dunk. And speaking about Slam Dunk, Sendoh is what Kakashi could have been.

If you count the movies, Broly's pretty damn huge as well, even before he transforms.
And hell, when you see them compared to other 'big guys' in the tournaments, the Saiyans are still noticeably tall.
So I'm just going to assume that those measurements are simply random numbers thrown together without much thought.
Like that statement from Toriyama floating around that Mr. Satan would lose to some real life wrestler dood. Mr. Satan shrugged off a bitchslap from Cell that sent him flying and into goddamn rocks. He survived that without a scratch. He's hella tough, if nothing else.

But even he wouldn't be far off from that height.

So the plot is about a guy that Gohan once one hit killed in a movie. The guy who the Supreme Kai could handle with one hand tied behind his back. The same Supreme Kai who nearly shat bricks when he realized how ludicrously powerful Goku, Vegeta and Gohan were.

To be fair, the Kais are more 'rulers' than they are 'gods', while Bills was clearly more of a 'god' than a 'ruler'.

Not that they look all that smart. Ironically, reviving Cold might have been their better choice, since odds are, unlike Frieza, Cold would be savvy enough to just realize he'll be better off staying the hell away from the race that killed him, and going to re-establish his empire away in outer space. It's not like Goku and Co. are going to chase him if he just stays out of their spiky hair.
Also, from a meta perspective, wouldn't it be better to showcase Cell instead, who at least has the excuse he could upgrade with the cells of the Z-Senshi at this time? Plus, Norio Wakamoto bitches? Cell at End of DBZ levels would be terrifying as all hell.
Freeza is actually way more popular in Japan, so I'm guessing that's the reason.
As for why they didn't revive Cold, well we wouldn't have a plot if the villain was actually smart, then again I question Cold's intelligence when he figured Trunk's power came from his sword and thought he could kill him with it.
