All indications are that Pilaf is "Emperor" of a nation consisting entirely of a single castle and two subjects, Mai and Shuu. There aren't actually nations in Dragon Ball, because the entire world is united under a single ruler as a consequence of someone, long ago, making a wish on the Dragon Balls for world domination.
The demon world that Dabura comes from is never actually depicted in the series. Both the demon world Goku visits in the anime and any time you ever see Hell are filler. Neither appeared in the mangaLISTEN and so are likely unconnected to Dabura. Honestly, it's not even entirely clear that Dabura's supposed to be from a demon world, as opposed to merely being the (much stronger) Frieza of another dimension; strongest warrior of a different universe somewhere.

King Enma hears this and decides to reward Goku by allowing Buu to reincarnate as a morally upstanding human being, with all of his power intact.
How much of that was standard procedure and how much was Enma's manipulation is unknown, but Piccolo's testimony to Vegeta suggests that the "purify your soul and put you back into reincarnation if you were an utter shithead in life" part is normal.
It's also not clear how reincarnation and resurrection can coexist in the setting, though I suppose it's possible that if you try to rez someone who's already reincarnated, the dragon might just refuse; we've never seen an attempt to resurrect someone who's been dead for very long, especially if you ignore those characters who were permitted to keep their bodies and, therefore, probably won't be reincarnated at all.

And after a while The Z Warriors started receiving special privileges such as keeping their bodies (so they could train in the afterlife, and this is ignoring that they often expect to be revived).
We'll likely never know if you can revive someone who's already been reincarnated, though I would assume that you can't.

One Strip! One Strip!Like I said over in the Naruto thread, Shenron in DBO is just giving Super Saiyan to humans who already have Saiyan DNA.
So there's no official evidence of it. The fact that he couldn't turn 18 and 17 into humans doesn't necessarily mean he can't, as long as the human is wesker than him or consents to it.
I'd imagine that if you can wish to be immortal, you can wish to be a Namekian or a Saiyan or a Frieza's Race-ian, etc. I can't see that wish being harder to grant than immortality of all things, which requires a LOT of physiological changes in how your body functions in order to become conceivable.
Wishing for someone ELSE to become a Saiyan, Namekian, Guldo's Race-ian, Yamcha, etc. would probably require consent or for the target to be weaker than Shenron, however.
My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Oh right. I forgot about the consent part. I think that was part of the reason (the other part being that Goku was obviously stronger) that Shenron couldn't bring Goku to Earth like they wanted.
So technically doesn't that mean it is possible; I mean, if they are weaker, or allow it to happen, then it should be. And in theory, if the person making the wish (to be Super Saiyan or say, to be immortal) is stronger, than the wish could still be done because by making the wish they are giving consent.
Then again, there's also the part about not granting wishes that exceed the Kami's power, and considering what Shenron could do when Kami was split in half (and was able to grant an extra wish after Dende became Kami) you have to wonder what else Namekians can do.
