The Dragon Ball fighting games are unashamed in their use of Character Tiers.
Which I am okay with, because the series proper is also unashamed in its use of Character Tiers.
With the apparent focus on online play that Xenoverse appears to have, my biggest concern is that they are going to try and balance all the characters, to make sure the Yamchas of the game are always a fair and equal match with the Super Buus. That they are also focusing heavily on creating your own characters mitigates this fear, but only slightly.
I just feel like Super Saiyan Goku should be objectively better than Base Goku. Final Form Frieza should be objectively better than Second Form Frieza. Super Perfect Cell should be objectively better than Imperfect Cell. Etc.

Yeah. I don't care if it sounds silly. It makes sense. After his zenkai, he's SUPER Perfect Cell, just like Super Vegeta, Super Trunks, Super Saiyans as a whole, or Super Buu.
Cell (Perfect Form) and Perfect Cell just sounds redundant.
EDIT: I never actually understood Super Perfect Cell in the video games before I read the manga. As I've mentioned before, I missed most of the Cell Saga when I was watching the anime. When I saw Super Perfect Cell in the games, I thought it was strange that they'd give him a form that's just Cell powering up stronger. His cries of, "Even MORE Perfect!" when he transformed into it didn't help.
I think it'd be neat to see a game incorporate Super Perfect Cell as a consequence of an attack; like with Goku's Super Spirit Bomb that auto-transforms him into Super Saiyan, I'd like Cell (Imperfect Form)'s self-destruct to be his Ultimate, and for it to auto-transform him into Super Perfect Cell rather than just achieving that state through normal transformation methods.

They translate it as 'complete' rather than 'perfect' as the Japanese word used can be translated as either. Then when Cell comes back from his self-destruct, he refers to himself with a different Japanese word that only translates to Perfect.
So for me, Complete Cell and Perfect Cell would be best. But 'perfect' for Cell in general is too ingrained for me to use it.
If Cell got another zenkai, what would he call himself then? Ultimate Cell? Final Cell? Absolute Cell? The Artist Formerly Known As Cell?

I think it's safe to assume Beerus was on a whole 'nother level. Beerus > Gohan > Buu > GSK
Not to mention South Supreme Kai was the strongest of the five, and even he was only about on par with Buu (Or weaker).
