16 staying dead is just chalked up to plot convenience, probably. Toriyama wanted Gohan to succeed Goku and so, the sacrifice that triggered his power-up probably sticked out of respect for that. Android 8 was purely mechanical and was revived with the Namekian balls, so that's probably the better explanation.

Actually, I never got why Yamu didn't come back. You're telling me he really belonged on "the most evil"? It's stated Babidi can control people with evil in heart, that doesn't mean they were originally evil. Just had a dark side. And if Yamu has an Even Evil Has Standards moment while Brainwashed and Crazy to be even more evil, and doesn't even kill people that we know of, he can hardly be called more evil than your average criminal. Which did come back, given how crime rates didn't plummet upon revival. He can't even be called more evil than the Pilaf Gang considered they at least vied for world domination and responsible for multiple attempted murder, and implicitly caused King Piccolo to return. What, just because Yamu served a Complete Monster against his will, that's bad enough for him to be on the naughty list? Man, sucks for him
I think Jiren's backstory is bad because it's basically Belmond going "Everyone Jiren ever knew died so he decided to become strong!". There's no attempt at emotionally connecting you to what happens. They don't even show the faces of the people close to him who get killed. So why should you care that much?
