Jiren's backstory in the manga is probably going to follow the same general beats as in the anime: his parents die to bad guy, Jiren trains, master and new allies die to same bad guy, Jiren is abandoned by the remainder of his allies and is alone, Jiren joins the Pride Troopers. The lesson Jiren takes away from this is probably going to be different, but I'd be surprised if his actual backstory was majorly different between mediums.
Yeah I'm gonna go with they really condensed Zamasu's issues with mortals as a whole to just one planet for time constraints.
Would have been cool if we got a montage of him witnessing various worlds fall to desolation & devastation due to their own flaws over the countless millennia he's been as a Kai.

It's not the first time either. Whenever any advanced super tech finds its way to earth, it's always destroyed by the end. I suspect Toriyama is purposely doing it to avoid Reed Richards Is Useless, and to force the plot to continue to rely on Goku.
There's also that. I bet Frieza's tech would have let them make even better spaceships.

Well, 17 and 18 are still around, but there's no sign that Bulma has studied them to learn more about the process. That and the fact that she and her dad together were barely able to understand enough about 16 to repair him and remove the bomb.
Like I said, Toriyama is likely doing that on purpose.
Not that it would matter anyway; if they did do it, an enemy so powerful that such tech is useless (which already happened when Cell showed up, and then Buu, and then every other enemy in Super) would appear to kick their asses.

Scouters could be adapted to find people under rubble and such. Unless you want to train first responders to sense ki. Which would probably take longer.
And does anyone in the main cast outside of Goku ever learn Instant Transmission? And if not, why he so rude?

There's never been any sign that anyone else has tried to learn it or asked Goku to teach it to them. We've had long discussions on how no one tries to learn any of the still useful techniques from each other, and Instant Transmission is one of them.
Then again, it seems like it's not so easy to use it in combat (barring the Instant Kamehameha) and also if we take the events of the Tournament into account, a skilled warrior can figure it out and anticipate where the other dude is gonna appear, so it may not be so great if you overuse it.
