That happens all the time, though, even after we get into planet destroying territory. You'll see characters injured by attacks that only bust up the country side a little far after the point where we know they can survive planet busters and deliver them themselves.
Oh, on Rilldo's strength - the Machine Mutants I think could have served as a decent adversary for the heroes, being previously powerful aliens converted into a organic/machine hybrid via super advanced technology, with Rilldo even having the ability to effectively merge with the planet. Just not "he's even stronger than Majin Boo!" in his weakest form, but GT's scaling was a bit batshit crazy anyhow. A shame, the machine mutants weren't a bad idea.

Vegeta throwing away his pride is the source of three of his most important moments in the series - the first is when he sneak attacks Cell during the beam struggle, giving Gohan an opportunity, the second is when he runs interference for Goku during the very definitely final battle with Buu and the third was him kowtowing to Beerus to delay his wrath until they were able to come up with a way to really entertain him. Yes, Vegeta has the "THAT'S MY BULMA" bit as well, but at that point he's earned it because throughout BOG he was willing to completely disregard his pride and have his family be the priority there. Heck, at one point while fighting Goku Black he managed to get insulted on Goku's behalf instead, another sign of emotional maturity.
Having him up against someone who was willing to throw away their pride to protect their universe and then have Jiren basically go "look at Vegeta, he isn't throwing away his pride, good on you Vegeta" totally ignores that Vegeta has indeed gotten to the point where he can do that if necessary and that throwing away your pride when necessary was the capstone to his fucking character arc in Z. It was written by someone who doesn't really get Vegeta and just wanted a repeat of an iconic moment. That side to Vegeta was never an asset to him ever - it only ever got him and the people he loved hurt.
What happened to Vegeta in the Buu saga was character regression - he slipped back into old habits - but he just had to learn the same lesson over again.
What's happening to Vegeta in this instance is that his massive character arc is simply being totally ignored, or worse, his giant giant flaw is being treated like it's a good thing about him when it so manifestly is not.

Vegeta holding onto that pride in Z meant forsaking everything and everyone to prove he was the best there was at what he did. But now he isn't shouting from the rooftops, "I'M THE PRINCE OF ALL SAIYAN, AND YOU WILL KNEEL BEFORE ME!" He's blasting Toppo for throwing away everything he cares about, including his ideals. They're not rehashing Vegeta being a prideful idiot, they're reinforcing that Vegeta's mindset has changed (while rehashing the scene where he blew himself up, yes) and that he's fighting for something, not just himself. When Vegeta does this, it's in direct response to Toppo telling him he needs to give up the things he's fighting for - Bulma, Trunks, Cabba - and Vegeta tells him to Shut Up Hannibal.
In contrast to the Vegeta from the Saiyan-Cell sagas, Vegeta doesn't need to throw away his "pride," here, because that equates to doing what Toppo suggests and not fighting for Bulma and Trunks' sakes.
Or at least that's what I took from it. I don't think the scene is bad. Maybe the execution didn't land for everyone, but clearly the intent was to be an, "awww, Vegeta really has changed," kind of moment, not a, "Vegeta is still the proudest, loudest, most gullible warrior in existence," kind of moment. As grumpy as Vegeta is around his family, he really, really does care. Super isn't just playing his Papa Wolf-ness for laughs anymore.
